Pre-Acquisition Planning Industry DaySynopsis:Pre-Acquisition Planning Industry Day for the Marine Corps Systems Command (MARCORSYSCOM), Network Communications Infrastructure (NCI) Indefinite Delivery/Indefinite Quantity (IDIQ) contract.1. MARCORSYSCOM, NCI will hold a Pre-Acquisition Planning Industry Day for Solicitation M67854-20-R-4921 on Wednesday, 20 November 2019 from 8:00-11:00 AM. The Industry Day will be held at the Little Hall building located at 2034 Barnett Ave, Quantico, VA 22134.2. The purpose of the Industry Day is to: 1) provide specific information regarding the deployment strategy and anticipated requirements for the NCI modernization of the Installations’ communication infrastructure; and 2) provide prospective offerors the opportunity to ask questions not answered in the Q&A document submitted with the RFI, and provide feedback to the Government.3. MARCORSYSCOM released a draft Performance Work Statement (PWS) for the Installation modernization effort through the Federal Business Opportunities (FedBizOpps) website (https://www.fbo.gov/) for comments and suggestions. NCI is taking consideration on the feedback from industry and is updating the PWS accordingly. Market Research is currently being conducted on this procurement. Once an acquisition plan has been approved, the Government anticipates releasing a final Request for Proposal (RFP) for the purpose of awarding the multiple award IDIQ contract for the modernization of the Marine Corps’ communications infrastructure. The projected timeframe for final RFP release is 2nd Quarter of FY20.4. Attendee Limitation: Due to limited parking, prospective offerors will be limited to eight attendees per company and carpooling is recommended. If you plan on attending; please email your Company’s name, number of attendees, and any questions NOT answered in the Q&A document of the RFI to Mr. Anthony Genao at the email below no later than 12:00 PM EST on 18 November 2019.5. The industry day will include a presentation from the NCI Program Office responsible for communications infrastructure modernization requirements. There will also be a question and answer session at the conclusion of the presentations. All questions submitted before, during, and after the industry day will be recorded and posted to the FedBizOpps website to include all information presented at the Industry Day. We recommend prospective offerors subscribe to the solicitation (M67854-20-R-4921) so that they will be notified of any changes/new posting.6. Industry Day will also include an limited opportunity for brief one-on-one breakout sessions with Government technical and contracting personnel. Each company may request a 20 minute session when they register with Mr. Genao. Sessions will be conducted between 12:00 and 5:00 PM following the morning presentation. One-on-one sessions will be scheduled on a first come, first served basis.7. Attendance at the industry day is NOT a requirement and in no way prohibits any company from submitting a proposal in response to any forthcoming solicitation. Further, prospective offerors are not required to attend the industry day in order to obtain presentation material or submit questions.*******************************************************************************************Network Communications Infrastructure Description/ScopeThe overall intent of this IDIQ is to establish a standardized enterprise solution with the flexibility to support sustainment activities to include technical refresh and unforeseen upgrades to systems hardware, software, etc. The PWS establishes and defines the requirements for the Contractor to EFIST and make operational a turnkey BAN Transport and Enterprise UC voice solution for the modernization of the existing communication infrastructure at the Installation to include enterprise integration and convergence. The Contractor shall also provide all ancillary components, labor, training, supporting equipment, software, firmware, licenses, power, grounding, and interfaces associated with these systems for a complete turnkey solution. The Contractor shall provide all supporting documentation associated with the delivered solution.
