Description

Military Sealift Command (MSC) Ship Support Unit Guam intends to solicit the subject requirement from a sole source (see attached Use of Other than Full and Open Competition for an Acquisition under the Simplified Acquisition Threshold memo). This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. As part of the written response, a respondent must be able to prove to the Government how it intends to fulfill the requirements outlined in the solicitation (attached). Oral communications are not acceptable in response to this notice. Interested parties with the capability of meeting the proposed requirements are requested to provide an email the primary POC identified in this notice no later than 6:00 PM EST on November 20, 2019, expressing interest and outlining its capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on the open market. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
