- Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation - Acquisition and Procurement Division intends to issue a Request for Quotation (RFQ) in accordance with FAR Part 13 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for the Emergency Watershed Protection (EWP) in City of Waynesboro, Wayne County, Mississippi.The work will consist of installing bank stabilization measures on designated slopes on designated slopes via rock rip rap and grout material on the site located in the City of Waynesboro, Wayne County, Mississippi.The solicitation will be a Total Small Business set-aside. Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.The full solicitation package including construction drawings, specifications, bid schedule, and wage rates will be posted and available from this website on or around November 28, 2019. Requests for quotes, under Simplified Acquisition Procedures, will be due December 9, 2019 at 2:00 p.m.A site showing to inspect the site will be held on Tuesday, December 3, 2019 at 10:00 a.m. Participants should meet at the Wayne County Field Office, 1023-B Azalea Drive, Waynesboro, Mississippi. A firm fixed price construction contract is anticipated under Simplified Acquisition Procedures in FAR Part 13 and FAR 36 apply. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror.An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 5 days of award.The anticipated period of performance for this project is 86 calendar days from the date the contractor receives the Notice to Proceed (NTP). In accordance with FAR 36.204, the estimated magnitude of the projects is between $100,000 and $250,000.
