Description
DLA Land Warren intends to solicit under proposed Request for Proposal (RFP) SPRDL1-20-R-0045 for the following item: Engine, Diesel with Container; NSN: 2815-01-414-6821, P/N: 12366412; Packaging: Mil/A; Inspection/Acceptance: Origin; FOB: Origin. The US Government (USG) does not possess the complete technical data package for P/N 12366412 to support a competitive procurement. The complete engine technical data package (TDP) is proprietary to L3 Technologies Inc. DBA L-3 Combat Propulsion Systems CAGE 02978 the design of which is based on the engine performance specification RVX00970 and owned by the USG. Approved sources must meet the requirements of the USG owned RVX00970 specification. The resulting contract will be awarded on a firm-fixed price basis with a base year quantity of 168 EA and Option quantity of 34 EA. The Request for Proposal (RFP) will be released to the Federal Business Opportunities (FBO) website on or around 29 November 2019. The proposal due date will be on or around 28 December 2019 (see the RFP for the actual due date once released). All responsible sources may submit an offer which will be considered. Hard copies of the solicitation will not be issued; you must download the RFP and supplemental information from the following website: https://beta.sam.gov/.The solicitation will contain DLAD provision 52.215-9023, Reverse Auction, which allows for the use of a reverse auction as a pricing technique. After the solicitation closes, the contracting officer will determine if a reverse auction will be held. If a reverse auction is held, contractors must be registered in the reverse auction system in order to participate in the auction. Additionally, the contractor representative participating in the auction must have taken the on-line reverse auction training prior to the auction. Registration, on-line training, and other information regarding the reverse auction can be found at https://dla.procurexinc.com.
