THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06, dated October 10, 2019. The associated North American Industrial Classification System (NAICS) code for this requirement is 334516 Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. THIS ACQUISITION IS BEING COMPETED AS A TOTAL SMALL BUSINESS SET-ASIDE. The National Institute of Standards and Technology (NIST), Information Technology Laboratory (ITL) Applied and Computational Mathematics Division performs research in quantum communications and entangled photon pair generation. As part of this research, we study polarization entanglement in the photon pairs. The wavelength range of our photons spans 700 nm to 1700 nm. We are requesting a polarimeter system to analyzer the polarization state of light for these wavelengths.Schedule of Required ItemsThe contractor shall provide the item described in the following Contract Line Item Number (CLIN). Each CLIN lists the minimum specifications that must be met:CLIN 0001 Quantity: (1)Description: Polarimeter System• A set of polarimeters (two) that covers the wavelength range from 700 nm to 1700nm• Suitable for free-space and fiber-coupled light (fiber-coupling hardware included)• Azimuthal and elliptical accuracy of +0.25 degree or better• Degree of polarization accuracy of +1% or better• Up to 400 samples/second measurement rate• 3 mm diameter free-space aperture or larger• USB interfaceAdditional requirements:• A warranty of at least 12 months following shipment (includes parts and labor)• No maintenance/upgrade includedDELIVERY REQUIREMENTS:The contractor shall deliver the system to the address below within 5 weeks after receipt of order.National Institute of Standards and TechnologyBuilding 301 Shipping & Receiving100 Bureau DriveGaithersburg, MD 20899INSPECTION/ACCEPTANCE:The Government will complete the inspection and testing of the system within 14 days after receipt of the system. Government inspection and acceptance will be completed at the NIST Gaithersburg, MD campus.Technical Evaluation CriteriaAward shall be made to the offeror that provides the lowest priced, technically acceptable quote. Technical acceptability means that the quote complies with all requirements detailed in the Schedule of Required Items, and otherwise complies with other solicitation requirements. Quotations shall clearly demonstrate the quotation of products that meet the minimum requirements detailed in the Schedule of Required Items. (1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information; in the case of the Department of Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
