Description
This is a Request for Information (RFI) by the Naval Surface Warfare Center Philadelphia Division (NSWCPD). It does not constitute a Request for Proposal (RFP), or a commitment by the U.S. Government, nor should it be construed as such. Scope: This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). This announcement constitutes an RFI for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ), or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. The Government does not intend to award a contract based on responses received from this RFI, or pay for the preparation of any information submitted or for the use of such information. Any formal solicitation that may subsequently be issued will be announced separately. Information received from this RFI will be used for planning and market research purposes only.Any information submitted by respondents to this request is strictly voluntary. Do not submit classified information. Additionally, to the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.Background: The Sail, Hull & Deck Machinery Systems (Code 43) of the Naval Surface Warfare Center Philadelphia Division (NSWCPD) potentially requires contractor engineering, logistics, prototyping and technical support services in the areas of Submarine Towed & Tethered Communication and Surveillance Systems, Submarine Hull, Mechanical and Electrical (HM&E) Systems, Hull & Deck Machinery Systems, Submarine Unmanned Underwater Vehicle (UUV) Launch and Recovery Systems, and Submarine Sail Erecting and Retracting systems. Support is specifically required for engineering, design, fabrication, testing, installation, maintenance and repair as well as logistics, configuration management, program management and technical/ administrative data collection, and associated administrative tasks.It is anticipated that Secret and Top Secret GENSER level work will be performed and Secret and Top Secret GENSER level material will be processed and safeguarded at the Contractor’s facility(ies). The Contractor must have Defense Counterintelligence and Security Agency (DCSA) approved facilities and capabilities for safeguarding Top Secret level material in place at time of contract award.The Contractor shall provide the following engineering and technical services: Engineering, Systems Engineering, and Process Engineering Modeling, Simulation, Stimulation, and Analysis Prototyping, Pre-Production, Model-Making and Fabrication System Design Documentation and Technical Data Logistics and Configuration Management Software Engineering, Development, Programming, and Networks Reliability and Maintainability Human-Factors Engineering System Safety Engineering Quality Assurance (QA) Interoperability, Test and Evaluation, and Trials, including Environmental Qualification Testing (EQT) On-site technical and engineering Services Testing Training In-Service Engineering, Fleet Introduction, Installation, and CheckoutThe Contractor’s approved secure facility(ies) must be within the local commuting distance (<100 miles) to the Naval Surface Warfare Center Philadelphia Division (NSWCPD) to support frequent classified meetings and the exchange of classified material.Requested information: Companies with the requisite Secret and Top Secret material safeguarding capabilities provide an affirmative response that includes the address and cage code of the cleared facility(ies), along with a brief synopsis of the company’s capabilities and past performance in the technical areas described in the background section of this RFI. All personnel reviewing RFI responses are Government personnel and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information.This RFI is issued solely for information purposes. It does not constitute a RFP or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service in any manner. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
