- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.United States Air Force (USAF) mandatory Program Management Directive (PMD) for Electronic Warfare Avionics Integration Support Facility (EWAISF) program provides direction to develop and sustain system engineering and logistical support for Electronic Warfare (EW) systems and software reprogramming. This capability is essential to maintain combat effectiveness of EW systems in the face of a changing threat environment. The EWAISF is the primary support facility in the development, configuration management, maintenance and testing of USAF EW system hardware, software and reprogramming support tools. EWAISF sustainment support services are required to enact AFI 10-703, Electronic Warfare Integrated Reprogramming (EWIR) that is supported by the SIMNET enabling the production and delivery of software and hardware changes to the various EW systems within the EWAISF, which are used to provide an awareness and response capability within the Electromagnetic (EM) spectrum. Hardware-In-The-Loop (HITL) testing performed throughout the labs necessitates that the generated threats signals have all the Characteristics & Performance (C&P) data necessary to stimulate the various EW systems within the EWAISF to the accuracy and fidelity required by the System Under Test (SUT). In order to accomplish the HITL testing, the EWAISF relies on Modeling and Simulation (M&S) of the transmission and/or reception of electromagnetic energy to replicate an adversarial threat environment. For decades now, the EWAISF has utilized the Northrop Grumman Amherst System’s CEESIM to accomplish much of the required M&S and over the course of time the CEESIMs have been networked together throughout the labs.The collection of CEESIMs are generally referred to as the “SIMNET” which at this time encompass a network of eight (8) CEESIMs, a Real Time Infrared/Electro-Optic (IR/EO) Scene Simulator (RISS), (2) avionics data simulators, and a Test Control System (TCS). The SIMNET is capable of providing a synchronized time dynamic realistic operationally representative threat environment to multiple SUTs found throughout the EWAISF simultaneously. This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for sustainment support services that will consist of recurring and non-recurring engineering tasks in support of the EWAISF’s SIMNET.
