TITLE: STILLING BASIN REPAIR, FOSTER JOSEPH SAYERS DAM, BEECH CREEK, PASOLICITATION NO. W912DR20B0004THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers (USACE), Baltimore District, requests letters of interest from qualified SMALL BUSINESS CONSTRUCTION CONTRACTORS interested in performing work on the potential STILLING BASIN REPAIR - FOSTER JOSEPH SAYERS DAM, BEECH CREEK, PABy way of this Market Survey/Sources Sought Notice, the USACE Baltimore District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. Therefore, the type of set-aside decision to be issued will depend upon the capabilities of the responses to this notice.Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice. PROJECT DESCRIPTION:The USACE Baltimore District has been tasked to solicit for and award a construction contract for Stilling Basin Repair at Foster Joseph Sayers Dam. The proposed project will be a competitive, firm-fixed-price contract procured in accordance with FAR 14, Sealed Bidding, via an Invitation for Bid (IFB).Foster Joseph Sayers Dam is located in Beech Creek, PA (Centre County), between State College and Lock Haven. The purpose of this contract is to repair the deteriorated concrete surfaces within the stilling basin, and improve the flow characteristics.The project consists but is not limited to the repair, construction and installation of the following: The area around the stilling basin is heavily used for fishing. The contractor shall erect temporary fencing and signage around the work area, sufficient to prevent pedestrian access into the work area. Temporary fencing and signage shall also be erected around the contractor’s staging area. For any required vehicular access to the south side of the stilling basin, due to the steep slopes, the contractor shall construct a temporary ramp with fill materials that shall be removed at the end of construction. A water diversion and dewatering system shall be designed by a registered Professional Engineer, and constructed to allow for controlling the upstream reservoir level and downstream river level. The water diversion system shall be designed to carry a design discharge of 700 cubic feet per second. Due to reservoir regulations, water diversion and dewatering shall not begin until 1 June. Dam flow shut downs cannot exceed 1 hour, with a waiting period of 1.5 hours between shut downs. The temporary water diversion shall remain in place and the basin shall remain dewatered for a minimum of 28 days after completion of concrete placement. The diversion system shall not be dismantled until approval of all work. The basin shall be monitored for movement by survey methods throughout the work. Monitoring is required to detect any uplift of the basin or sideways movement of the walls. Several monitoring points shall be established and readings shall have an accuracy of 0.1 inch. Monitoring shall be required at one hour intervals during the initial dewatering of the basin, and at daily intervals thereafter, throughout the duration of the work. The contractor shall submit his monitoring plan for approval. Concrete repairs and geometric changes to the channel shall be constructed, for the purpose of improving the flow characteristics, so that the channel is no longer damaged by backward circulating riprap. Concrete repairs shall be by the placement of Silica Fume Concrete and epoxy coated reinforcing steel. Contractor to conduct 3D laser scanning (also referred to as High Definition Surveying ((HDS)), 3D Imaging, Terrestrial Scanning, and LIDAR) of the stilling basin slab and baffle blocks before and after demolition and following concrete placement to establish quantities for payment for demolition and placement of new concrete. Obtain the necessary permits to perform the work cited above. As a minimum, a permit from the Centre County Conservation District, will be required. For more details see the photographs and drawing below. The attached photographs and drawing are for information only. Please use the drawings issued with the solicitation for construction. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZones), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Large businesses are not prohibited from submitting a response to this notice; however SB, Section 8(a), HUBZone, SDVOSB, SDB, VOSB, and WOSB are highly encouraged to participate.In accordance with DFAR 236.204 - Disclosure of the Magnitude of Construction Projects, the magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00. The North American Industry Classification System (NAICS) code for this procurement is 237990 - “other Heavy and Civil Engineering Construction”, which has a small business size standard of $39,500,000.00. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded that they need to have a bonafide office in the geographical areas of consideration where the work is to be performed as determined by the U.S. Small Business Administration.Responders should address ALL of the following in their submittal:USACE seeks the contractor's ability to demonstrate the necessary experience, including subcontractors, on projects similar to that described above for similar services, including references of completed projects similar in scope and scale. Similar projects include, but are not limited to concrete repairs, water diversion, surveying, and 3D laser scanning. If the experience was not self-performed by the Contractor, the offeror shall submit “Experience Information” forms for the subcontractor that will be completing work for this project. Prior Government contract work is not required for submitting a response to this sources sought synopsisThe following criteria must be considered to ensure the ability to perform the proposed work: Firm’s name, address, point of contact, phone number, e-mail address, CAGE code and DUNS number. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or does it plan to register. In consideration of NAICS code 237990, with a small business size standard in dollars of $39.5M, indicate which of the following small business categories your business is classified under: Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain). Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested small business prime contractor. Provide a minimum of two (2) examples of projects similar to requirements described in Item #7 below and within the same magnitude of construction completed within the past seven (6) years. Include point of contact information for the examples provided, as past performance on indicated projects may be verified. Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work. Responders should have experience in the areas listed below and provide narratives identifying that specific experience: Concrete placement and repairs. Water diversion. Surveying for purposes of monitoring movement 3D laser scanning (also referred to as High Definition Surveying ((HDS)), 3D Imaging, Terrestrial Scanning, and LIDAR). Total submittal shall be no longer than 10 pages in one (1).pdf file. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
