Description
BackgroundThe goal of MGUE Inc 2 is to develop, integrate, and produce M-Code capable, GPS receivers for the service requirements specified in the Joint Requirements Oversight Council (JROC) approved MGUE Inc 2 Capability Development Document (CDD). The MGUE Inc 2 acquisition strategy includes award of up to three development contracts to develop a low size & power MSI form factor to include a next generation ASIC. The MSI receiver card is to meet the needs of low size, weight and power (SWaP) ground-embedded users. The ASIC within, however, must be built to meet the needs of not only this form factor but all platforms the contractors may use it in. The ability to meet aviation and precision-guided munition (PGM) needs through the ASIC is of special interest. On 13 Nov 18, the Service Acquisition Executive approved the MGUE Inc 2 acquisition strategy, including the MSI receiver as a middle tier acquisition rapid prototype per the 2016 NDAA Section 804. In support of the MGUE Inc 2 acquisition strategy development, a MSI Requests for Information (RFI) was released in June 2017 and the Government held three Industry Days, one on 13 Sep 18, 5 Feb 19, and 26 Sep 19. The 1st Industry Day confirmed that multiple vendors could develop an MSI receiver to meet the draft MSI requirements. At the 2nd Industry Day, the Government provided elements of the solicitation, overall goals, objectives and schedules for industry review and feedback. At the 3rd Industry Day, the Government provided industry with an updated approach to development of MSI with Next Gen ASIC and obtained industry feedback on the updated approach. PurposeThe Bidder’s Library has been updated with a Draft Request for Proposal (Draft RFP) and Industry Day charts. For those interested parties, the Government is holding an Industry Day on 19 Nov 19 at 1500 PT to address updates to the RFP. The Industry Day will be conducted via telecon. Questions that are submitted by 1200 PT, 18 Nov 19, will be answered during the Industry Day without attributing the submitting organization. Dial-in information will be provided to those who confirm their attendance.To confirm attendance and submit industry day questions regarding the Draft RFP and charts, please send an email to both Capt Matthew Bogan (matthew.bogan@us.af.mil) and Lt Christian Todd (christian.todd.1@us.af.mil), no later than 1200 PT on 18 Nov 19. Questions marked as proprietary will not be addressed during the industry day. Companies planning to participate in the Industry Day activities shall provide one attendance request, with the company name, point of contact, title, email address, phone numbers, and if in-house counsel is participating, identify their full name(s), and in which states in-house counsel is licensed to practice law and provide bar license numbers.DiscussionThe MGUE Inc 2 program may award up to three separate Cost Plus contracts via full and open competition for the development of the MSI receiver. The program is planning to release the RFP in November 2019 with subsequent contract award in November 2020. Desired completion of receiver development (including successful verification and security testing) is no later than Fiscal Year 2025.
