Performance Work StatementDepartment of Veterans Affairs (VA)Sources Sought Notice Medical Gas Master Alarm System on Medical Gas EquipmentThis is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice.This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of acapability response that addresses the specific requirement identified in this Sources Sought.The Veterans Health Administration (VHA) is seeking to obtain the installation of a Medical Gas Master Alarm System on Medical Gas Equipment at the VA Medical Center West Haven Connecticut. The standard of services shall be of quality; meeting or exceeding the general requirements as outlined below.Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy.A. General Requirements:1. Install Medical Gas Master Alarm System on all required Medical Gas Equipment to alarm in both operator s booth Building 1 and the boiler plant operators booth to bring the system within NFPA 99 Requirements/compliance. Location on work to be performed: Department of Veterans Affairs Connecticut Healthcare System950 Cambell AvenueWest Haven, CT 065162. All materials furnished, installed and all work performed shall comply with codes, standards and recommendation of the American Society of Testing and Materials (ASTM), National Fire Protection Association (NFPA), and the State of Connecticut Building Code, The National Electric Code (NEC) and the International Plumbing code (IPC).3. All Work shall be done in a ""First class"" manner according to the best trade practices by licensed Tradesman according to trade. Work to be done to the satisfaction of the Chief Engineer {CE) or his designated authority.4. Unless otherwise specified and approved, new construction shall match existing.5. All work shall be done between the hours of 7:30am-4:00pm EST, Monday thru Friday, with exception to Federal Holidays unless other times are prearranged and approved by the VA Chief Engineer. Contractor may be required to interrupt their work at any time as not to interfere with normal functioning of the facility. When the contractor's work interferes with Hospital functions (excessive noise, odors, dust etc.) or it cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours at no additional charge and shall be approved by the VA Chief Engineer. 6. It is the responsibility of the contractor s personnel to park in the appropriate designated parking areas, adequate parking is available north of Building #1, in parking lots 9, 10, 11 and 12. The VA shall not make reimbursements for parking or any violations or towing of the contractor s personnel under any circumstances. 7. Contractor shall:Provide all parts, materials and equipment required to Install Medical Gas Wireless Master Alarm System for all required medical gas source equipment with the exclusion of Oxygen (02), Nitrous Oxide (N2O) and Nitrogen (N2). Installation shall include redundant repeater/signal amplification panels to be positioned as necessary to insure continuous signal modulation. Sending panels to be placed in proximity (within 10 feet) to medical gas source equipment which shall initiate pathway through repeaters to receiving panels adjacent to existing master panels in the areas designated as communications in both Boiler Plant and Operators Room. Installation shall cover the following equipment:1. Medical Air Compressors Building 1, 5th Floor Mechanical Rooma. Med Air Line Pressure Highb. Med Air Line Pressure Lowc. Med Air Reserve/Backup Compressor in Used. Med Air Dew Point Highe. Med Air Carbon Monoxide (CO) High2. Medical Vacuum Pumps Building 1, 5th Floor Mechanical Rooma. Lag in Useb. Vacuum Line Pressure Low3. Medical Air Compressors Building 1, SUB Ground SG182 Mechanical Rooma. Med Air Line Pressure Highb. Med Air Line Pressure Lowc. Med Air Reserve/Backup Compressor in Used. Med Air Dew Point Highe. Med Air Carbon Monoxide (CO) High4. Medical Vacuum Pumps Building 1, Sub Ground SG182 Mechanical Rooma. Lag in Useb. Vacuum Line Pressure Low5. Debris Removal:Upon completion of the project and as required daily, all materials and debris shall be removed from the station. All materials of value removed from the project shall be turned over to the Government and shall be delivered to a storage site on station by the contractor. The VA Chief Engineer shall determine which removed materials have value to the government and what shall be removed and disposed of off station by the contractor in accordance with applicable State Environmental Protection Regulations.C. Guarantee:1. The Contractor shall guarantee all materials, equipment, and workmanship for a period of one year from the date accepted for the completed project.2. During the term of the guarantee the contractor shall repair or replace all defective material or equipment within 24-hour notice without additional cost to the government.D. Special instructions:1. The specifications do not detail all existing structure, utilities, or components that may interfere with the contract work required. The bidder shall not obstruct utilities or create conditions that may hinder or interfere with the execution of the contract and will make provision within the bid accordingly.E. Time of Completion:1. Installation shall be completed within 2 months of contract award date.
