Description
NOAA's Fisheries OMB Field Delegate, intends to negotiate, on a single source basis, under authority of FAR 13.106-1(b) (1), with Media Cybernetics.The Alaska Fisheries Science Center (AFSC) has a requirement for upgraded drivers for Image-Pro Plus and Image-Pro Premier and updated software that is compatible with Windows 10. Supporting rationale: For more than 15 years, the Alaska Fisheries Science Center Age and Growth lab has used Image-Pro Plus and Image-Pro Premier, made by Media Cybernetics, for fish growth imaging, measurements, and shape analysis. The Image-Pro software is the only software capable of connecting to existing microscope cameras and allows users to capture microscopy images, measure distances, increments, and Fourier transform shape analysis on fish otoliths and vertebra. Image-Pro macro capabilities helps automate the process to streamline repeated tasks such as image capture, calibration selection, and data export. These cameras software has been updated to Windows 10 however the microscope software is no longer compatible, thus needing upgraded to MS10 as well. These are critical to the NOAA Observer program and help to validate data. Output data from the imaging analyses has been included into the fisheries stock assessment models which is critical to the decision making of the North Pacific Fisheries Management Council. This software is owned by Media Cybernetics and is the company capable of providing the upgraded drivers and software to the existing sytems.Award for this requirement will be in accordance with Federal Acquisition Regulation (FAR) Part 13. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested person may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is the Government's belief that only Media Cybernetics can provide the items stated above. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by November 19, 2019, 12pm EST. No known potential alternate sources exist which could satisfy these requirement
