Description
The purpose of this notice is to follow-up on the July 31, 2019 Industry Day statement regarding the Government’s intent to extend an invitation to Industry Partners to participate in the Future Vertical Lift (FVL) Architecture Collaboration Working Group (ACWG). Attendees will participate at their own expense. Industry participation will not be compensated by the Government.The FVL ACWG was established to develop and maintain an Open Systems Architecture common to all FVL Family of Systems (FoS) Programs of Record. To date, the FVL FoS consists of the Future Long Range Assault Aircraft (FLRAA) and the Future Attack Reconnaissance Aircraft (FARA) Programs of Record. The FVL ACWG meeting will be held on 16 December 2019 in Huntsville, Alabama.As stated above, the FVL ACWG was established to develop and maintain a common architecture requirements framework for system development and acquisition efforts throughout the life-cycles of the FLRAA and FARA Programs of Record. These architecture requirements, in conjunction with other Systems Engineering requirements, form the baselines for several acquisition efforts during the lifecycle of the FARA and FLRAA systems. The ACWG is chartered to define FVL FoS architecture artifacts, including but not limited to tools, procedures, methodologies, models and standards, and to resolve potential unknowns regarding open systems and key interfaces. This architecture is to comply with the Modular Open Systems Approach in accordance with the National Defense Authorization Act for Fiscal Year 2017. In order for non-Government entities to register, your organization must meet one of the following qualifiers:Qualified U.S. Contractors, as defined by DoD Directive 5230.25Federally Funded Research and Development Centers (FFRDCs) as defined in the U.S. Code of Federal Regulations, Title 48, Part 35, Section 35.017University Affiliated Research Centers (UARC) as authorized in accordance with U.S. Code of Federal Regulations, U.S. Code - Unannotated Title 10, Armed Forces § 2304. Contracts: Competition Requirements (c)(3)(C)FVL ACWG REGISTRATION INSTRUCTIONSAll attendees must pre-register for the event. No walk-in participants will be allowed. Registration must be completed no later than 02 December 2019 and no substitutions to registered participants will be accepted after the registration deadline. Registration will be on a first-come / first-serve basis and seating is limited. Each non-Government entity or Government organization will be limited to 3 participants.All interested parties must be International Traffic in Arms Regulations (ITAR) compliant in accordance with U.S. Code of Federal Regulations, Title, Chapter I, Subchapter M. This is a requirement of the U.S. Government for all manufacturers, exporter, and brokers of defense articles, defense services or related technical data.Interested attendees must register at “eInvitations” using the Uniform Resource Locator address below:https://einvitations.afit.edu/inv/index.cfm?i=478712&k=06664A0E7A55The points of contact identified therein can assist participants with registration issues. Once registered, each attendee will receive a confirmation email that will provide the industry day location and time.FVL ACWG EVENT SECURITY REQUIREMENTSOnce registered each industry participant must follow-up with a specific visit request to the FVL Security Office. The FLRAA Security Office point of contact and the FLRAA Joint Personnel Adjudication System (JPAS) Security Management Office Code will be provided upon successful registration.The preferred method for submitting requests for every industry participant is by JPAS. For industry participants without JPAS access, a visitor letter must be submitted on COMPANY LETTERHEAD and signed by the Facility Security Officer or a key person (not the visitor) in the company. All visit requests through JPAS or visitor letter must be submitted no later than 02 December 2019. The following information must be included in the visitor letter: Name of Visitor US Citizen: Yes/No Dates of Visit Person they are Visiting (not someone in Security) Purpose of VisitOnly US Citizens are authorized to participate at the FVL ACWG event.
