- U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0720Q0004. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2020-01, effective 12 November, 2019. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 562111, Recyclable Material Collection Services and the business size standard is 41.5 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.The U.S. Fish and Wildlife Service is requesting quotes for recycling services per below:1. DESCRIPTION OF SERVICES: One year, plus four option years for recycling of material from the U.S. Fish and Wildlife Service (USFWS) Alaska Regional Office.1.1 The contractor shall furnish all labor, materials, tools, equipment and supervision necessary to provide collection, storage, removal, transportation, and disposal of cardboard, single stream recycling (plastic bottles, aluminum cans, glass, and various types of paper to include shredded ribbon), furniture and electronics that are generated at the USFWS Headquarters Office Building, 1011 E. Tudor Road, Anchorage, Alaska 99503-6199. The USFWS has 1 collection site at the building. 1.2. The contractor shall provide collection for cardboard and single stream recycling (paper, glass, aluminum) once per week on a mutually agreed upon and consistent day. The contractor shall provide collection for excess furniture and electronics at least once per month (USFWS representative will contact vendor to arrange for this when needed, but typically once per month.) Containers for recycled material will be located in our warehouse and will be picked up and collected by the contractor from here. If the regular collection day falls on a federal holiday, the collection will be done the next regular business day, or soonest mutually agreed upon day. Federal Holidays include New Year�s Day, Martin Luther King, Jr day., Washington�s Birthday (President�s day), Memorial Day, Independence Day Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.1.3. Under the current recycling contract, the vendor typically picks up, at a minimum, 4 large blue plastic bins (on wheels) full of recycled paper. In addition to the recycled paper, vendor picks up all recycled cardboard from a large gray plastic container in our warehouse weekly. Aluminum cans and plastic bottles are also picked up weekly, typically equating to approximately 6 large garbage bags.Once a month, vendor picks up all aged electronics (laptops, desktops, workstations, printers) and all discarded furniture. Generally one truckload is picked up monthly. Contractor shall include in their quote the cost to remove items per truckload as required.1.4 The contractor shall comply with all current municipal, state, and federal laws, regulations and guidelines when collecting, storing, removing, transporting, and recycling all waste under the scope of this contract. 2. PERMITS AND LICENSING: The contractor shall maintain all applicable permits and licenses such as disposal facility permit, waste, transportation licenses, certificate of insurance, permits or recycling facility permits that will be necessary to perform this contract as required by local, state, or federal authorities. 3. REPORTING: The contractor shall provide: methods of disposal, location(s) of the disposal site(s), and weight tickets if available. If weight tickets are not issued, the contractor will provide their best estimate of all recyclable weights. The reporting should be done via detailed attachment included with all invoicing in the Invoice Processing Platform (IPP). The contractor will inspect containers when emptying, and shall report any deficiencies to the government POC assigned, or to the Contracting Officer. 4. TITLE: The contractor shall take title of all recycling once the material is fully loaded into contractor furnished vehicle(s). 5. OFF-SITE RECYCLING: The contractor shall transport and recycle waste at a licensed off-site location selected by the contractor. Transportation and recycling shall be in accordance with existing local, state, and federal regulations. The contractor shall be responsible for any permits or fees associated with the use of off-site recycling locations. 6. QUALITY CONTROL/ASSURANCE: The contractor shall develop and maintain a quality control program to ensure recycling services are performed in accordance with commonly accepted commercial practices. 7. SERVICE DELIVERY SUMMARY: The contractor service requirements are summarized into primary performance objectives. The primary performance objective for this effort is to collect and transport all recyclable material in accordance with the terms and conditions of this contract.Period of Performance: 1 Jan 2020 � 31 Dec 2020The basis for award is Best Value to the government.Organization to be supported:U.S. Fish and Wildlife Service, Region 7Anchorage AK 99503-6199Please submit your quote on the attached SF-1449 or company letterhead with all pertinent point of contact information including SAM, Cage Code, DUNS No., and business size/type.
