Description
The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract for the replacement of the Gun Tube Heat Treat Furnace located at Watervliet Arsenal, NY. This project will consist of providing a complete turnkey project replacing the exiting SELAS Gun Tube Heat Treat Furnace located at Watervliet Arsenal. Included will be the removal of the existing SELAS furnace system; Filling of the existing quench pit under the existing SELAS furnace system, where required by the new design; Hazardous materials remediation of areas affected by the work of the Gun Tube Heat Treat Furnace Replacement; Design, construction, installation and commissioning of the new furnace system; Design and construction of furnace system foundations, pits and trenches; Design, modification and commissioning of supporting building systems; Commissioning of and training on the replacement furnace and supporting building systems. This acquisition will be competed as a two phase Best Value Tradeoff using full and open competition. The project magnitude will be between $25,000,000 and $100,000,000. The Period of Performance will be 760 calendar days from the issuance of the Notice to Proceed (NTP). Plans and Specifications are anticipated to be posted electronically on or about 30 Nov 2019 via the SAM.BETA Website, with Phase One proposals being due on or about 30 days after the Request for Proposals (RFP) is posted. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM.BETA website for any amendments. Bidders are required to be registered in the System for Award Management (SAM) www.sam.gov. Award will be made to the contractor whose offer represents the best value to the Government. All proposals should be submitted to: U.S. Army Corps of Engineers, New York District, Room 16-300, 26 Federal Plaza, New York, N.Y. 10278-0090All questions must be submitted in writing via email to: alyssa.tornatore@usace.army.mil. The media selected for issuance of the Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as SAM.BETA once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the SAM.BETA website. All vendors who want access to the solicitation must be registered System for Award Management (SAM) located at www.sam.gov, and SAM.BETA. To keep informed of changes, check SAM.BETA frequently. Some contractor tools are as follows; 1) Register to receive notification, and 2) Subscribe to the mailing list for specific solicitation at SAM.BETA. A hyperlink posted in SAM.BETA will direct vendors to SAM.BETA to download solicitations, plans, specification and amendments. Project specification files and drawings are portable document files (PDF). Prospective contractors must be registered in www.sam.gov prior to award. Lack of registration in SAM will make an offeror ineligible to download the solicitation for award.
