Description
The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole-source, firm fixed contract to Excel Imaging Solutions, LLC, an authorized distributor for Samsung Medical Imaging, for the Tennessee Region, 7029 Albert Pick Road, Suite 103, Greensboro, NC 27409. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition has been prepared. The contract will provide for Samsung Medical Imaging, who has proprietary maintenance service for their equipment. This equipment is located at the Mountain Home VA medical Center, 809 Lamont Street, Mountain Home, TN 37684.The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, the maintenance support services which is vital to Patient Care.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than December 4, 2019. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. SCOPE OF WORK: The James H. Quillen VA Medical Center (VAMC) has a requirement for a service contract on Excel Imaging Solutions, LLC. (Authorized Samsung Distributor) Samsung RS-80 Ultrasound Equipment. This will be awarded as a base plus four (4) option year, firm-fixed-price contract.� Contractor will provide repair services and, if necessary, install replacement parts (collectively, repair services ) to cause inoperable equipment to perform in accordance with the material specifications of the original equipment manufacturer (OEM), in order to ensure optimal working condition and lessen the likelihood of down time. Normal coverage hours M-F 8am to 5pm, Technical Phone Support 1hr response time, On-Site 24hr response, replacement parts next day, one preventative maintenance per year, Free Software Updates, Software Upgrades available for purchase, one free probe replacement per year due to general failure, Damaged/Dropped probe not covered by plan, TEE Probes not covered by plan. The station will deliver the inoperable equipment freight paid to the Contractor. The Contractor will deliver repaired equipment freight paid to Customer s facility.The contractor is required that service personnel are factory trained and certified on the Samsung Ultrasound equipment listed below in the 1. EQUIPMENT section. Training and certification documentation must be provided to the Contracting Officer s Representative (COR) when requested, upon execution of the contract, listed in section 2. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
