- Food Service South Side Tinker AFBRequest for Information Background In order to meet the needs of the current, and future growth needs of personnel for the south side of Tinker Air Force Base food service is required. Currently very minimal food service is available to meet all the missions for the south side of the base. This includes a small sandwich shop and a Dominoes’ pizza more than a mile from the south side perimeter. Areas with little to no food service include the Navy complex, 507th campus, new KC46a campus and the ever growing Tinker Aerospace Complex (TAC). Growth is currently nearing 7000 personnel and is growing to over 12,000 personnel in the near future. This area of the base also shares locations with our mission partners such as Boeing, and Northrup Grumman. There are also over 1200 houses, and over 500 apartments near this location.A recent survey of personnel request a variety of food options, possible integration of food truck service occasionally, and quick service due to the minimal lunch time schedule for some personnel. Personnel are a mixture of shop personnel with a 30-45 minute lunch/breakfast to software engineers with a hour for these meals. Personnel located in the south side of the base work 1-3 shifts in the buildings so request availability for breakfast, lunch and dinner times. Personnel responded on the survey a request to obtain food within 5-10 minutes at a cost between $7-10.Proposed location of any new facility would be on the south side of the TAC as depicted in attachment 1. The site can be accessible behind the base perimeter fence or the fence relocated and therefore accessible by off base access. Both actions would have any buildings located on Tinker Air Force Base land and be accomplished through a long term lease action. Options to be within a building or building a facility attached to a building will be considered as well for this action, or part of an overall support proposal for this need.Purpose The purpose of this RFI is to solicit input for food service for the south side of the base. The Air Force requires food service for personnel that are existing and growing in the area. The Air Force realizes for a business to be successful that cost of land, utilities, and having a customer are keys. In this case the base feels the opportunity is there to address all these elements, to provide a good quality product, in a fast method with reasonable cost. The information requested via this RFI will assist the Air Force in assessing industry’s capability of providing food service for an ever growing need.Information being sought from respondents include:1. Outline previous capabilities for providing food service with experience in running and managing food operations.2. A plan outlining how food service can meet the demands for an large area allowing for quick service within 5-10 minutes of any location in this quadrant of the base.3. A sample of meals and cost that would be provided to support the personnel in the area. 4. A rough site location map reflecting preferred location(s) that is being recommended to serve personnel needs. Site plan needs to reflect on base or off base access or combination of both.5. If additional information is provided by the Air Force either before or during the Opportunity to Lease (OTL), what information, in order of preference/priority, would be requested to improve responses to the OTL? Examples might be space within existing buildings, grounds maintenance, utilities access and usage, and any potential environmental concerns.6. During the OTL, the Air Force will hold an Industry Day and site visit in the middle of the OTL solicitation period. The Air Force is considering conducting one of these events prior to the issuance of the OTL solicitation period and presenting information about the area. Would respondents prefer to keep this event during the open solicitation period? What information would be beneficial for presentation during Industry Day regarding the area to be supported by the OTL? Any information submitted by respondents to this request is strictly voluntary. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB), nor does its issuance obligate or restrict the Government to a specific acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI. Additionally, the Government does not intend to pay for the preparation of any information submitted or for the use of such information. All information received from this RFI will be used for planning purposes only.To the maximum extent possible, please submit non-proprietary information. Should there be a need to submit proprietary information, that information shall be clearly identified. The respondents shall clearly identify the section(s) of the submission that are proprietary at the page level. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.Scope of Effort This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). This RFI is issued in an effort to understand how commercial industry would approach providing food service to a large population and area of Tinker Air Force Base. Responses to this RFI should describe an optimal response and plan to provide food service to personnel in multiple areas of a large nature.The Air Force provides land under a long term lease at fair market value spread out over multiple years for this action or interior space based upon fair market value over multiple years or combination for this effort.Submission Instructions Submit responses to this RFI via e-mail to matthew.detoy@us.af.mil no later than 3:00 PM Central Time on 18 December 2019 2019.Responses should be double-spaced, Times New Roman, 12 point font, with one inch margins all around, compatible with MS Office Word 2010, with a total page count not to exceed thirty(30) pages. These responses, including attachments, shall not exceed 20MB. Email responses are acceptable and preferred. Please note that some email systems may block file types such a.zip, or other macro-enabled extensions. Respondents should verify receipt by email.Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by military personnel, Government civilians, and DoD contractors, including Federally Funded Research and Development Centers (FFRDCs).Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. All submissions become Government property and will not be returned.
