- This is not a Request for Proposal (RFP) and award of a contract will not be made as a result of this posting. Naval Surface Warfare Center, Carderock Division (NSWCCD) is conducting market research as well as soliciting recommendations on requirements for a contract to design, develop manufacturing plans, and manufacture large-scale, complex Advanced Material Components for Propulsors using out-of-autoclave resin-infusion processes.NSWCCD Requirements:1. Design of Non-Metallic, Advanced Material Propulsor and Shafting Components (including supporting calculations, analyses and manufacturing demonstrations)2. Manufacture out-of-autoclave Vacuum-Assisted Resin Transfer Molding (VARTM) fiber reinforced polymer (FRP) structural materials3. Manufacture autoclave-cured fiber reinforced polymer (FRP) structural materials4. Manufacture structural components using automated fiber placement (AFP) techniques5. Manufacture small scale submarine propulsor prototype components (largest dimension <60")6. Manufacture large scale submarine propulsor prototype components (largest dimension >60")7. Design and Manufacture Full Scale and Model Scale Submarine Propulsor and Shafting composite structures with complex geometries and strict geometric tolerances, using advanced manufacturing techniques8. Perform structural testing of small scale prototype components (largest dimension <60")9. Conduct Modal testing of small scale components (largest dimension <60")10. Conduct Modal testing of large scale components (largest dimension >60") 11. Support installation and testing of large scale prototype submarine propulsor components12. Develop and Demonstrate repair procedures for in-service and prototype propulsor and shafting system advanced material component applications13. Develop material, quality, and production specifications appropriate for manufacturing of submarine propulsor components14. Develop manufacturing quality control programs for the fabrication of composite structures, and conduct non-destructive testing and dimensional inspection of composite components.15. Develop custom material formulations, processing methods, and application methods for urethane-based non-structural polymers16. Develop custom material formulations, processing methods, and application methods for autoclave-cured non-structural rubbers17. Develop novel materials and associated processing techniques for propulsor and shafting system applications18. Perform full-spectrum material sample (coupon) characterization testing for mechanical properties, including fatigue conditions19. Develop Fabrication drawings for Advanced Material Propulsor Components20. Perform precision machining of large scale (largest dimension >60") doubly-curved components. Response to NSWCCD requirements shall not to exceed 15 pages. Interested offerors shall describe their capabilities to meet the requirements and inform the Government if any of the requirements create a barrier that would not allow for the offeror to propose. The response shall also provide the point of contact for the Offeror and its business size. NSWCCD intends to fulfill this requirement via a Cost-Plus-Fixed-Fee (CPFF) completion form contract with an anticipated award date of July 2021. 3.
