Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE PUBLISHED.USAG Bavaria, Rose Barracks Vilseck and Tower Barracks Grafenwoehr, along with the Regional Contracting Office (RCO) intend to award a sole source, Firm Fixed Price (FFP) service contract to Siemens Mobility GMBH, Von-der-Tann-Str. 30, 90439 Nuremberg. The proposed contract action is for negotiate with only one source under the authority of Federal Acquisition Regulation 6.302-1 for these services. Contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government requirements. Anticipated award date is 15 January 2020. Responses must be received no later than 3 December 2019. This notice of intent is not a request for competitive quotes or proposals. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The USAG Bavaria has a need to procure non-personal services to provide inspection and maintenance of the road traffic light signal system within the USAG Bavaria, Rose Barracks Vilseck, and Tower Barracks Grafenwoehr, in accordance with the attached Performance work statement (PWS). The road traffic signal system must be maintained and inspected in accordance with German Law otherwise the system will be inoperable. The Contractor shall perform all work and assume responsibility for planning, programming, administering, managing, and executing all functions necessary to provide the service specified in the PWS.Based on market research, and current requirement Siemens Mobility GMBH is the only source with the unique capable of meeting the Government’s need. The Traffic control system on Vilseck and Grafenwoehr is a proprietary system made by Siemens. Siemens does not provide license or spare parts to other competitors/companies to perform the necessary maintenance of the system in accordance with German Electrical code and the Government’s safety regulations. Siemens is executing the current contract.The estimated period of performance consists of 5 years, i.e., base year plus 4 options periods) with performance commencing in January 2020).Estimate length of contract: Base period: 15 JAN 2020 to 14 JAN 2021 Option period 1: 15 JAN 2021 to 14 JAN 2022 Option period 2: 15 JAN 2022 to 14 JAN 2023 Option period 3: 15 JAN 2023 to 14 JAN 2024 Option period 4 15 JAN 2024 to 14 JAN 2025See attachments for more information.
