- SOURCES SOUGHT SYNOPSIS100% Small Business This sources sought announcement is for information, planning and market research purposes only. The Mission and Installation Contracting Command-Fort Belvoir (MICC-Ft Belvoir), on behalf of Arlington National Cemetery (ANC), seeks confirmation of contractor capability for Tree & Shrub Maintenance which includes, but isn’t limited to, all labor, equipment, materials (unless otherwise noted in the Performance Work Statement (PWS)), and supervision to: prune between 2,800 and 3,800 trees; remove between 225 to 275 trees; prune between 9,000 and 11,000 linear feet of shrubs and hedges; prune the trees lining the Ceremonial Mall; train the wisteria vines at the Old Amphitheater; provide emergency support; install cabling and lightning protection and perform between 2,600 and 2,900 hours of additional ground pruning tasks annually. Tree and shrub maintenance includes air-spading, root pruning, watering small trees, watering large trees, and watering shrubs, spraying trees and shrubs with pesticides or other products, applying soil injections of fertilizers, pesticides, and other products to trees and shrubs.The DRAFT PWS included in this sources sought is an example of the work that would be required and does *not* require the contractor to submit anything other than a capabilities statement for their company under NAICS 561730 “Tree services (e.g., bracing, planting, pruning, removal, spraying, surgery, trimming)” with a size standard of $8.0M.The U.S. Government desires to procure the Tree & Shrub Maintenance on a small business set-aside basis, provided two (2) or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if two (2) or more small businesses do not respond with information to support the set-aside. The Government is seeking responses to this Sources Sought Synopsis from small businesses under the NAICS 561730 “Tree services (e.g., bracing, planting, pruning, removal, spraying, surgery, trimming)”, in *ALL* socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), are highly encouraged to identify their capabilities in meeting the requirements at fair market prices. Packages shall be submitted by 5:30PM EST, Ft. Belvoir Local Time, Thursday, November 21, 2019.This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. A continuing need is anticipated for the Tree & Shrub Maintenance Services (which is currently being fulfilled through current contract #W91QV1-14-C-0144. Attached are the draft Performance Work Statement (PWS), Performance Requirements Summary (PRS) and Technical Exhibits. Anticipated follow-on award to begin February 29, 2020 with an initial base year and four (4) option years.A capability statement in response to this sources sought shall not exceed five (5) pages and must be submitted to Sharon Lightfoot via email to Sharon.c.lightfoot.civ@mail.mil with a courtesy copy (cc) to Heather Nikiforakis, heather.m.nikiforakis.civ@mail.mil.The capability packages for this sources sought are *not* a proposals, but rather statements regarding the company’s existing experience in relation to the areas specified above and should include:1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) under NAICS 561730.2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.
