- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), withK&L Microwave, Inc., 2250 Northwood Drive, Salisbury, MD 21801, for 110 each, bandpass filters, NSN5915-0149-0647, Part Number 4C40-410.5/T1-BP/B for the National Logistics Support Center in Grandview, MO. Sole Source JustificationMod Note 76 to the Automated Surface Observing Systems (ASOS) specifically requires a narrow bandwidth filter to be used. This device will be installed next to a Faraday box with very limited space with the adjacent curve is required for 3 dB BW. This type of filter is the only type of filter in the market suitable to both our bandwidth requirement and space required to put into the Acquisition Control Unit and Data Collection Package cabinets. The current ASOS system is an aged, approximately 20 years old system. Another type of frequency filter is difficult to interface with the legacy system. The low temp environment is required for a filter. This type of filter has been tested for the low temp and extreme cold and hot environment. A complete low temp environment test will take about 10 to 12 months at the National Weather Service (NWS) Sterling Field Support Center. Due to the urgency of this installation Mod Note 76, the NWS doesn’t have time to conduct the test. Without this type of filter, they cannot implement the Mod Note 76, which will impact ASOS routine operation and maintenance. The ASOS mission and Upper Air operation will be significantly impacted.Special NoticeThis is the only notice to be posted. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the needed filters may submit substantiating documentation in writing within the open period of this notice. Responses can be sent via e-mail to shelley.smith@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to K&L Microwave, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
