- The Mission and Installation Contracting Command-Fort Eustis (MICC-Fort Eustis) anticipates issuing a Request for Proposal (RFP) for the Futures and Concepts Center (FCC) requirement.The Government anticipates awarding a Firm Fixed Price Multiple Award Task Order (MATOC) contract with a five (5) year ordering period (to include a 30-day phase-in). All work is to be performed in accordance with the Performance Work Statement. The designated North American Industrial Classification System (NAICS) code for this acquisition is 541690 (Other Scientific and Technical Consulting Services) and the small business size standard is $16.5 million.The anticipated solicitation release date will be approximately 16 December 2019. The Government reserves the right to award one or no contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. It is required that all contractors doing business with the Government be registered with the System for Award Management at http://www.sam.gov.Description of Requirement:The FCC's mission is to develop, evaluate, and integrate warfighting concepts, requirements and solutions for the Army across the domains of Doctrine, Organization, Training, Materiel, Leader development, Personnel, and Facilities (DOTMLPF) to provide soldiers and units the capabilities they need to support Combatant Commanders' operations in a Joint, interagency, intergovernmental and multi-national (JIIM) environment. Task areas for support include the following;Task Area One - Capability Development SupportTask Area Two - Experimentation and Evaluation SupportTask Area Three - Synergy SupportTask Area Four - Information Technology and Information Management SupportTask Area Five - Army Futures Command Modernization Process and Futures Development Process.Individual task orders will specify the place of performance. However, work under this MATOC shall be performed predominately at Government facilities on Fort Eustis, Fort Bliss, White Sands Missile Range, the National Capital Region, Fort Benning, Fort Gordon, Fort Huachuca, Fort Lee, Fort Leonard Wood, Fort Leavenworth, Fort Rucker, Fort Sam Houston, Fort Sill and Austin, Texas. When feasible and upon approval by the Primary or Supporting CORs, work may be performed at remote locations.The MATOC is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to support the FCC. Request for Task Order Response (RTORs) will be issued and will result in Task Order awards.This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the RFP.Please note, this is NOT a RFP; only a Pre-solicitation Notice. All offers shall be provided as specified in the solicitation. A notification will be issued on the Government Point of Entry website at http://www.fbo.gov.
