- Non-Personal Services. Conduct a hands-on, instructor-led Scientific Python 3 day training workshop for up to 20 participants. The focus will be on advanced data processing and the use of scientific libraries (e.g. numPy, Panda, SciPy, Jupyter Notebooks, etc.) See Statement of Work for specific details.PERIOD OF PERFORMANCE:Specific dates can be negotiated. Targeting the months of February or March 2020 as a general guideline. GSD will provide a classroom located at the David Skaggs Research Center (DSRC) located at 325 Broadway, Boulder CO 80305-3328. Instructors must be U.S. Citizens or Green Card holders in order to enter the facility. The courses should include sufficient training materials to be useful as a reference later. Vendors will have to bring their own equipment in order to run the training as well as any training materials for participants.FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (OCT 2014), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value.Paragraph (a) is hereby completed as follows: Evaluation will be based on 1. Technical Acceptability. Provide agenda for three day training for review or confirm agenda curriculum in the SOW will be provided.2. Price.The Government intends to award a low priced, technically acceptable, firm fixed-price purchase order on an all or none basis with payment terms of Net 30. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.(End of provision)See attached full Combined Synopsis with all terms and conditions which all vendors must be in compliance with to be eligible for award. Vendors must provide their Will or Will Not Statement per FAR Provision 52.204-24 which goes with FAR Clause 52.204-25.
