- ECAO - Mount Elbert Powerplant, Protection and Annunciation Systems ReplacementThe Bureau of Reclamation�s Missouri Basin Regional Office intends to solicit a Request for Proposal for the Protection and Annunciation Systems Replacement at the Mount Elbert Powerplant, which is located approximately 20 miles south-southwest of Leadville, Colorado. The principal components of work include the following: A. Modify existing electrical protection system for the two pump generator units at Mount Elbert Powerplant. Includes:1. Replace existing protection system relays with new digital multi-function relays.2. Replace DC distribution circuit breakers in modified control boards.3. Perform modifications to the existing protection system panel boards.B. Modifying existing facility annunciation system:1. Replace existing facility annunciation system with new digital annunciation system.2. Develop programming and graphic displays to implement new annunciation system.3. Remove and replace functionality of existing relays associated with the annunciation system.4. Perform modifications to the existing annunciation system cabinets.C. Work includes at a minimum:1. Field investigation of systems and drawings.2. System design and analysis.3. Demolition.4. Installation.5. Furnish equipment and components.6. Protection system panel replacement and modifications.7. Annunciation system cabinet door replacement and cabinet modifications.8. System programing.9. Testing and commissioning.10. Training.In accordance with Part 15 of the Federal Acquisition Regulation, the Bureau of Reclamation intends to issue Solicitation No.140R6020R0001 on or around January 22, 2020. The close for acceptance of proposals will be approximately 30 days from the date the solicitation is actually issued. Proposals are anticipated to be received at the Bureau of Reclamation's Missouri Basin Regional Office, 2021 4th Avenue North, Billings, Montana. The estimated price range for this acquisition is between $1,000,000 and $5,000,000. Reclamation anticipates the set-aside for this acquisition to be Total Small Business. The applicable North American Industry Classification System (NAICS) code is 238210, Electrical Contractors and Other Wiring Installation Contractors, which has an associated Small Business Size standard of $16.5 million. The period of performance is undetermined at this time, however, is anticipated to be around 245 calendar days. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of all submittals by the Bureau of Reclamation, as well as final cleanup. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their proposal.
