Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 5), Washington DC VA Medical Center, Washington, DC, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Interactive Control Systems, 5081 State HWY 7, Marlin, TX 76661. Interactive Control Systems will furnish all necessary labor, equipment, tools, materials, parts, repair services, maintenance, telephone technical/applications assistance, remote VPN monitoring/maintenance support, software updates and software upgrades. The place of performance is Washington DC VA Medical Center, 50 Irving St., NW, Washington, DC 20422. This action will result in a Firm-Fixed Price contract.This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement NLT 27 November, 2019 at 12:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24520Q0079 Notice of Intent. If after 27 November, 2019, no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Interactive Control Systems.This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. REQUIRED SERVICES:Equipment to be installed, serviced/maintained includes:Interactive Control Systems Personal Article Lockers, to be integrated with the existing lockers to expand the capabilities of the existing system. Interactive Controls Systems Personal Article Lockers are automated, programable, and run proprietary software on a kiosk located within the locker rooms. Interoperability with the existing Interactive Control Systems Personal Article Lockers must be maintained. GENERAL:The contractor shall provide an automated locker system for tracking and keeping secure patient belongings. The lockers system will consist of 24 units (total of 204 lockers) and 13 control stations to be housed in designated areas at Department of Veterans Affairs Medical Center, 50 Irving Street, Washington, DC 20422. Contractor will furnish all labor, supervision, management support, equipment, supplies and materials. Total approximate square footage is 8,635.Operation:Items are placed into the security bag with a bar code printed on it that relates to the Patients file. The bag is sealed. An authorized employee logs into the system, scans the barcode and fills out the information required. The bag is then placed into the locker system. The employee must log into the system to unlock the lockers and retrieve items. This information is recorded into the server database.The person placing the item in the locker must be in the system and authorized to sign into thesystem. Once he or she is cleared, the barcode is scanned and the system will assign an emptylocker to the patient. The door to that locker will unlock and the bag will be placed into thelocker. A data record will be made of the barcode, who placed the item into the locker, and a date and time stamp. If there are other items of the patient's to be placed in different areas there is a place on the menu to assign these to the patient. Example: PERSONAL Items in locker 95, Wheel chair in location Bl. You can assign many locations to any one patient.The same procedure must be followed to open the locker. Just scan the barcode or enter thepatient s name, click open and the locker will automatically unlock. The reason for it beingopened must be documented. If the items are removed the system will print a form for the person removing them to sign. If a few items are removed it will allow you to document what was removed and why.There is a screen in the software that will allow the person placing the items into the locker to list an independent inventory of the articles.Locations of patient article locker systems:1. Secondary Storage11. 4C Tub Room12. 4C Elevator Atrium13. 4E Weight Scale AreaEach of the rooms listed above will receive a complete locker system that will include thefollowing:Hardware Required:1. Automation direct PLC2. I/O3. Power Supply,4. Cabinet5. Touch Screen Computer6. PrinterTotal locker systems will consist of 24 units (total of 204 lockers) and 13 control stations.Software will be installed on the existing server and will be installed in each of the 13 systems listed above by room.Locker Installation Each group of lockers will be anchored to the floor and the cables will be ran across the top of the lockers in a cable tray to the master with the PLC cabinet attached. All lockers will have quick disconnects installed. All lockers can be relocated if necessary. A database for employees with access and external locations will be programmed into the system. Staff will be trained in use of the system.On Site Installation Time and employee Training: 30 daysOne year service contract shall include:1. Replacement of failed equipment.2. Software upgrades3. A bimonthly visit by vendor for upgrades and training4. 24/7 phone support
