This Beta.SAM advertisement is hereby incorporated into the RLP 20-REG04 by way of reference as an RLP attachment.U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP):City: Fort LauderdaleState: FLDelineated Area:North - Glades Road (SR 808)South - Oakland Park Blvd. (SR 816)East - Ocean Blvd. (Hwy. A1A)West - Sawgrass Expressway (SR 869)Minimum ABOA Sq. Ft.: 5,841Maximum ABOA Sq. Ft.: 6,141Space Type: OfficeTerm*: 15 years/13 years firm*Offerors are encouraged to submit rates for all terms available in the AAAP for consideration againstfuture GSA requirements.Agency Unique Requirements:1. The offered office building must be situated in a manner so that no part of the structure iselevated by stilts/beams, that would allow an access point to be penetrated by a vehicle.2. The space must be contiguous and conducive to an efficient layout and good utilization.3. No retail storefront, industrial or warehouse buildings will be considered due to agency securityrestrictions.4. Regularly scheduled public transportation and/or employee parking must be within two blocks tocover commuting needs of employees.5. The tenant space shall have, services, utilities and maintenance provided daily, from 6:30 a.m. to6:00 p.m., except on Saturday, Sunday and federal holidays.6. The building must contain a freight elevator that is available for the tenant’s use.7. The building must have a loading dock.8. The office building must be accessible 24 hours a day, seven days a week and include use ofelevators, loading dock, restroom, lights and normal office equipment.9. No space on ground or top floor of the building will be acceptable. The space should besecluded from public agencies and traffic when possible.10. Vehicle barriers: UFC minimum standoff distances from existing inhabited leased buildingswithout a controlled perimeter. If there are no countermeasures in place to protect access pointsfrom penetration from general parking there must be a clear zone extended at a minimumstandoff distance. There must be a minimum standoff distance of 20 feet. Standoff distance isdefined as a distance maintained between a building or portion thereof and the potential locationfor an explosive detonation.11. Approximately five GSA-approved safes will be housed at this location (approximately 1,100 lbs.per safe). The Agency has one (1) GSA-approved Class 5 Weapons Safe (approximately 1,200lbs., 1,700 lbs. fully loaded.12. No parking beneath or on rooftops of building.13. Eleven GOV reserved parking spaces.Agency Tenant Improvement Allowance: Existing leased space: $45.71 per ABOA SF Other locations offered: $45.71 per ABOA SFBuilding Specific Amortized Capital (BSAC) Existing leased space: $24.88 per ABOA SF Other locations offered: $24.88 per ABOA SFHOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located athttps://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government inresponse to RLP 20-REG04. In addition, the Government will use its AAAP to satisfy the above spacerequirement.Note: It is highly recommended that offerors start the SAM registration process ASAP. Refer toRLP Clause 3.06, Item 7.Note (if applicable): The Government intends to award a Lease to an Offeror of a Building that is incompliance with Seismic Standards. Section 2.03 of the Request for Lease Proposals (RLP)outlines compliance activities required for all leases in moderate or high seismic zones. Todetermine if your property lies in a moderate or high zone, please reference the map anddocuments on our website.Interested parties must go to the AAAP website, select the “Register to Offer Space” link and follow theinstructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and inthe “HELP” tab on the AAAP website. Once registered, interested parties may enter offers during any“Open Period”.The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. (ET) unless otherwisestated by the Government and unless the 7th falls on a weekend or Federal Holiday. If the 7th falls on aweekend or Federal Holiday, the Open Period will end at 11:59 PM (ET) on the next business day. Referto AAAP RLP paragraph 3.02.A for more details on the offer submission process. The Governmentreserves the right to allow for multiple Open Periods prior to selecting an offer for award to meet thisspecific space requirement. Offers cannot be submitted during the Closed Period (10th through the end ofeach month) and will not be considered for projects executed during that time period.This Beta.SAM advertisement is hereby incorporated into the RLP 20-REG04 by way of reference as an RLPattachment.Lease award will be made to the lowest price, technically acceptable offer, without negotiations, basedupon the requirements in this Beta.SAM advertisement and in the RLP requirements package found on theAAAP website. During an Open Period, offerors will be permitted to submit new offers or modify existingoffers. Offerors can draft an offer at any time; however, you can only submit an offer during the OpenPeriod.The offered space must comply with the requirements in this Beta.SAM advertisement and RLP 20-REG04 andmust meet Federal Government, State, and Local jurisdiction requirements, including requirements for fireand life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with theterms of the Lease. The Lease and all documents that constitute the Lease package can be found athttps://lop.gsa.gov/aaap.* If you have previously submitted an offer in FY 2019, the AAAP application has a copy feature which willallow existing offers to be copied over to the FY 2020 RLP in order to avoid having to re-enter all of thedata manually. Please be sure to review FY20 AAAP RLP Package and each page within the AAAPApplication prior to submitting your offer as some of the questions have changed. You must re-enter yourspace and rates on the ‘Space and Rates’ tab in the AAAP. Your previous offered space will not becopied.
