Description

THIS IS A SOURCES SOUGHT NOTICE (SSN). IT IS NOT A REQUEST FOR A PROPOSAL NOR IS THE UNITED STATES COAST GUARD (USCG) SEEKING PROPOSALS FROM INDUSTRY AT THIS TIME.1. INTRODUCTION:The United States Coast Guard (USCG) is issuing this Sources Sought Notice (SSN) as a part of market research to obtain a list of available sources to supply at least 150 Enhanced Software Configurable Air Data Unit (ESCADU) (also known as the “Air Data Computer”, or “ADC”). USCG would require the vendor to deliver these units over a period of 4 years at a rate of roughly 38 per year to support USCG MH-65E production. USCG requires the ADCs to maintain design integrity and commonality with Department of Defense (DOD) aircraft and another USCG helicopter line, the MH-60T, using the Common Avionics Architecture System (CAAS) architecture. The North American Industry Classification System (NAICS) code for this requirement is 336413, “Other Aircraft Parts and Auxiliary Equipment Manufacturer.” USCG requires the exact part number # D51610-1303 / NSN 4920-01-HS1-7508.Because the ADC has an Acquisition Method Code (AMC) of "3" within the USCG supply system, they are only procurable from the Original Equipment Manufacturer (OEM), Penny & Giles Aerospace Limited (LTD)- an agent of Curtiss-Wright or their Authorized Distributor(s).Companies that believe they have the capability to deliver the required part must submit a capability statement detailing how the company can deliver the required part. All delivered components must be "new" and show traceability to OEM as a requirement for any interested party other than the OEM. Interested vendors include firms who can effectively demonstrate their ability to provide the components with records demonstrating a complete line of ownership. Companies wishing to supply alternative parts need to explain how the chosen parts meet the same performance specifications as the ADCs with the aforementioned parts number.2. Responses in any form are not offers and USCG is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary.3. SUBMITTAL INFORMATION:Interested vendors shall submit a detailed capabilities statement to the contracting officer,Mr. Nathan Dolezal (Nate.Dolezal@uscg.mil), and to the contract specialist, Ms. Pavi Tumbapura (Pavithra.S.Tumbapura@uscg.mil). Such statements shall be limited to ten (10) pages or less.Vendor capability statements shall address the following: The company name, The company’s physical address, The company’s point-of-contact with a current phone number and email address, A statement as to whether the company is small or large, The company’s Data Universal Numbering System (DUNS) number, and Details relating the traceability of the provided parts to the OEM and a complete list of ownership of these parts.To receive consideration from USCG, vendors shall submit their capabilities statements to the contracting officer and contract specialist no later than 12 PM Noon Eastern Time on Wednesday, 27 November 2019.
