Description
This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Naval Surface Warfare Center Panama City (NSWC PC) intent to negotiate a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with Tracer Technologies Incorporated, doing business as (DBA) ECO Division, 20 Assembly Square Drive, Somerville, MA 02145-1307 for providing the MK176 Mod 0 Battery Power Supplies, to include:a. Five (5) First Article MK 176 Mod 0 Battery Power Supplies for destructive testingb. One (1) Pre-Production MK 176 Mod 0 Battery Power Supply for Physical Configuration Audit & Functional Configuration Audit (PCA/FCA)c. A production quantity of up to Two thousand (2,000) MK 176 Mod 0 Battery Power Supplies to be used in the MK 62/63 Mod 3 Mine Quickstrike Underwater Mine TDDThe Government intends to negotiate solely with Tracer Technologies Incorporated, DBA ECO Division under the authority of 6.302-1(a)(2) as no other source of supplies will satisfy agency requirements. The contractor shall fabricate, assemble and test the MK 176 Mod 0 Battery Power Supplies. This includes providing all labor, materials, and equipment to perform all work necessary to plan, fabricate, assemble, test, document and manage all tasks necessary to comply with the requirements of NAVSEAINST 9310.1C, NOSSAINST 9310, NAVSEA S9310-AQ-SAF-010 Rev 2, and the Technical Drawing Package. This effort is sole source for the following reasons. a) These batteries incorporate a nonmagnetic Lithium Thionyl Chloride AA cell which was developed under a Navy contract with ECO Division. ECO Division designed the cell and is the only Navy certified producer of this unique limited production item. The cell, being of lithium chemistry, and the MK 176 Mod 0 Battery Power Supplies are subject to the Navy Lithium Safety review and certification program under NAVSEA Technical Manual (TM) S9310-AQ-SAF-010. Obtaining interim approval to conduct the tests on a new product, followed by a test plan approval, followed by specific testing, followed by a safety report, followed by report submission and review, followed by formal approval and certification by Naval Ordnance Safety Activity (NOSSA) takes a significant amount of time (18-24 months) and is at the expense on the part of the vendor seeking certification. This certification time frame does not meet the program requirement to have 200 to 400 batteries available in the next 20 months to facilitate Initial Operational Capability (IOC) for the MK 62/63 Mod 3 Quickstrike Mines. ECO Division can supply the required Battery Power Supplies in the timeframe required.b) This is a contract for the acquisition of MK176 Mod 0 Battery Power Supplies (as certified through the NAVSEA Technical Manual S9310-AQ-SAF-010 by NOSSA) which follows the guidance from FAR 6.302-1(a)(2). Use of any other vendor would result in substantial delay to the Government that is not expected to be recovered through competition, especially due to the required certification process.In summary, there are no other possible sources that can satisfy this requirement without significant schedule risk and significant technical risk to the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 6 December 2019, 10:00 AM Central Time will be considered.
