Description
The U.S. Department of Commerce, NOAA/ARL/ATDD, plans to solicit and negotiate on a sole source basis, in accordance with FAR 6.302-1 (C), and to enter into a contract with the Desert Research Institute (DRI), Nevada System of Higher Education, on a basis other than full and open competition.The Atmospheric Turbulence and Diffusion Division of NOAA seeks to develop a Climate Reference Network web interface by customizing Climate Engine. Climate Engine is a tool that has been developed by collaborators from DRI and uses Google’s cloud computing platform (Google Earth Engine) to process and analyze remote sensing and climate data sets. This tool operationally ingests updateable gridded data sets at daily resolution as assets onto the Google Cloud. In this work, DRI will modify the Climate Engine software to allow it to ingest data sets, including temperature, humidity, precipitation, solar radiation, wind speed, soil moisture, and soil temperature, from the more than 100 US Climate Reference Network stations located in the coterminous US. In addition, a gridded soil moisture index developed by scientists at the Atmospheric Turbulence and Diffusion Division will be ingested into Climate Engine and updated daily. We will operationally ingest updateable gridded datasets at daily resolution as assets on the Google Cloud. We will make these data assets available on the Climate Reference Network (CRN) Climate Engine web-tool, a custom spin-off page derived from Climate Engine (app.climateengine.org). We will tailor the interface to NOAA CRN needs by, for example, focusing on project specific regions, adding custom logos, etc. The majority of the basic features of Climate Engine will be available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of ability to provide the required service. A contract will be issued in accordance with the simplified acquisition procedures authorized in FAR 6.302-1 (C). The associated NAICS Code is 518210. Offers will be evaluated based on price, proven technical capabilities, and the factors set forth above. An award will be made to the entity who can meet the specific requirements and is most advantageous to the Government considering price and other related factors on an all or none basis. This will be a firm fixed-price purchase order, with payment terms of Net 30.No other additional contractual terms and conditions are applicable. In order to comply with the Debt Collection Improvement Act of 1996, ALL Vendors must be registered in the System for Award Management (SAM.gov) All proposals are required to be received in the contracting office no later than 12:00 pm, EST, on Monday, December 2, 2019.
