Description
The Mid-Pacific Region of the Bureau of Reclamation intends to issue a Request for quote for a firm fixed-price construction to remove the Lake Berryessa Field Office�s Multi-Purposebuilding�s two HVAC systems and reinstalling new HVAC systems meeting current efficiencystandards of similar or better specifications than existing systems; cleaning, inspecting, andsealing the ducts through-out the building as necessary; and providing two new programmabledigital thermostats.The applicable North American Industry Classification System (NAICS) Code is 238220 and the related small business size standard is $15M. This procurement is a Total Small Business Set-Aside. This notice is not a request for quote and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this construction project is between $25,000.00 and $100,000.00. Solicitation 140R2020Q0023 will be posted electronically via www.fedbizopps.gov on or about December 5, 2019. The date for receipt of quotes will be approximately December 19, 2019. All quotations shall be submitted via e-mail to ecelik@usbr.gov. The solicitation shall be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in System for Award Management (SAM) database at https://www.sam.gov to be eligible for award. Questions concerning this solicitation should be directed to Erim Celik at ecelik@usbr.gov.PRINCIPAL COMPONENTS OF WORK: Contractor shall furnish all labor, supervision, equipment, materials and incidentals necessary to perform the following work:Perform a site assessment prior to mobilization to verify initial conditions. a. Prepare HVAC units for removal by disconnecting electrical and ducting, drain refrigerant, remove attachment hardware. Remove units and dispose all materials in accordance with Federal, State and local requirements.b. Install new HVAC units and seal unit to ductwork. The compressor units, air handlers, and other appurtenances shall be equal or better to the existing systems, and 14 SEER or better. The system serving the upstairs is a 5-ton system; downstairs is a 4-ton system. (See attached photos for existing system component nameplates.)c. Clean, inspect and seal all ducts through-out the building. d. Install new digital thermostats.e. Test systems and ensure performance meets specifications and requirements. Provide a commissioning report and train COR on unit operation and maintenance.f. After completion of work, restore and repair all areas where construction activities negatively impacted the worksite. All restoration and repair activities will be at the expense of the Contractor.
