UNITED STATES DEPARTMENT OF TRANSPORTATION (USDOT)OFFICE OF THE SECRETARY (OST) OFFICE OF THE INSPECTOR GENERAL (OIG)Synopsis for Solicitation 693JK420Q700002Audit Project and Methodology Consultant Introduction: Since its inception in 1979, the Office of the Inspector General (OIG) has been dedicated to providing independent and objective audits and reviews of the Department of Transportation (DOT) programs and operations and to detecting and preventing fraud, waste, and abuse. Specifically, the Inspector General Act of 1978, as amended, directs OIG to:• conduct independent audits and investigations;• promote economy, efficiency, and effectiveness;• prevent and detect waste, fraud, and abuse;• refer criminal violations to the Attorney General for prosecution;• review pending legislation and regulations; and• keep the Secretary and Congress fully and currently informed.Historically, our audits and reviews have helped the Department improve transportation safety, recover improper payments, reduce costs, put funds to better use, and achieve other efficiencies. In addition to these monetary recoveries, many of our audits and investigations are aimed at achieving nonfinancial benefits, including improved transportation safety, DOT's number one priority.This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of a sole-source solicitation 693JK420R700002. Scope:This procurement is for consulting services from a Department of Transportation audit project and methodology expert, with specific expertise in all areas of government audit planning, execution, training, and consulting. This will allow DOT-OIG the proper expertise to help ensure that OIG audit work is planned and executed properly; OIG auditors are properly trained; and appropriate methodologies for current and future audits are developed and established, including for new types of audits not currently foreseen, and related projects.Purpose: The purpose of this procurement is to acquire subject matter expertise in Department of Transportation audit project and methodological consulting services to support the full breadth and scope of OIG’s audits and reviews conducted under the auspices of the IG Act of 1978 and in accordance with Generally Accepted Government Auditing Standards (GAGAS).The NAICS Code for this Purchase Order is 541611. Contractors must be registered in the US Federal Contractor Registrations and must complete electronic representatives and certification on the ORCA database located at www.sam.gov to be considered for award. It is the Government’s intent to award a Labor Hour type.THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation/capability statements in writing to the identified point of contact. Information received will be considered solely for the purpose of a sole 8(a) vendor. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.Note: Requesting 8(a) firms only. This requirement was previously issued to three Small Business Administrative (SBA) offices seeking a sole-sole firm.
