Read the FAQs (available here: https://goo.gl/jfW8q3 )for more information on these requirements and / or contact the Federal Service Desk at www.fsd.gov for additional questions or assistance.Install Fire Protection System, Dayton OhioSolicitation Number: 47PF0020R0008The General Services Administration (GSA), Great Lakes Region (Region 5), has a need to perform the following work which includes, but is not limited to, the replacement of existing fire alarm system with a new voice evacuation fire alarm system and the installation of new emergency responder radio coverage system at the Federal Building and U.S. Courthouse, located at 200 West 2nd Street, Dayton, Ohio 45402. The anticipated award date is approximately March 20, 2020. Additional Information: The contractor will be required to demonstrate that they have successfully installed addressable automatic voice evacuation fire alarm systems of comparable size. If the work will be performed by a subcontractor, the Contractor will be required to identify the subcontractor and provide 2 installations where this subcontractor together with the contractor has successfully installed such systems. The Contractor shall certify that each system has performed satisfactorily for a period of not less than one year.The contractor will be required to provide a design layout, materials, and devices for an addressable automatic voice evacuation fire alarm system, complete, conforming to National Fire Protection Association (NFPA) Standard 72, latest edition. The shop drawings and calculations shall be prepared by a technician that is certified NICET level III or IV for fire alarms, or a registered fire protection engineer. This individual shall have an established office, which has been in existence for at least three years. The person preparing these documents shall be responsible for compliance with applicable codes as cited as well as compliance with the contract.Installation shall be accomplished by an electrical contractor/electrician with a minimum of five years of experience installing fire alarm systems. The NICET Level III or IV fire alarm system technician or registered fire protection engineer shall supervise the installation, inspection, and testing of the system. This individual shall visit the project site once a week during the installation to verify the fire alarm system is being installed in accordance with approved shop drawings and project referenced codes/standards. A written report shall be developed for each site visit that includes a summary of current work activities and certification of compliance with project requirements. The construction cost is between $1,000,000 and $5,000,000. The period of performance for on-site work will commence upon the Contracting Officer's issuance of the written Notice to Proceed (NTP). The project shall meet substantial completion within 365 calendar days after NTP. Contract Completion shall be reached within 90 calendar days after substantial completion.This procurement is set-aside for small business concerns. The NAICS Code for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard of $39.5 million. The number of offers received, the identity of offerors, and the amount of any offer or relative standing of any offer will not be disclosed before contract award. This is a negotiated, best value procurement. Proposals will be evaluated on the following factors: past experience, key personnel, project management plan, and past performance. The technical factors will be more important than price.The solicitation will be available on or about December 6, 2019 (actual date for receipt of proposals will be stated in the solicitation). A pre-proposal conference will be conducted before the proposal due date. The conference is expected to be on or around Monday December 16, 2019 at 1:00 PM EST (actual date and location information will be contained in the solicitation).
