Description
The Office of the Secretary of Transportation (OST), Office of the Inspector General (OIG), intends to make an award, to one of three firms, to Morgan Kai Group Inc., Wolters Kluwer Financial Services, Inc., or ACL Services LTD, pending OST’s Small Business Review (SBR). This award will require product with proven audit usage in the past three years; Support to ensure the AMS operates smoothly (bug fixes, updates, etc.) and retains high quality speed; Assistance in loading new/updated custom reports, as necessary; A train the trainer program for program staff; Training environment for use by the OIG AMS program staff; and Software maintenance, including regular updates for changes in technology, during the period of February 2020 to February 2024.IntroductionThe Office of Inspector General (OIG), a Federal agency in the U.S. Department of Transportation, has utilized an audit software package since 2003. However, the current product is being terminated in 2023. Due to the multiple processes involved with audit work, a change to a new software must be implemented gradually. Therefore, it is vital to award a contract and begin the implementation for another audit management system (AMS) software package in FY 2020.This synopsis, in accordance with FAR 5.203(a), issues a 15-day public notification prior to the issuance of proposed solicitation 693JK420Q700001 Scope of WorkThe Contractor shall complete these requirements under four main tasks as described in the Statement of Work. Under Task 1, the Contractor shall meet with the AMS Audit Process Manager (PM) and OIG staff to discuss its plans for accomplishing the requirements. Under Task 2, the Contractor shall maintain and keep the AMS fully functioning. Under Task 3, the Contractor shall review and test, the initial software release and subsequent software releases. Under Task 4, the Contractor shall provide Commercial-Off-The-Shelf product with proven audit usage. The NAICS Code for this anticipated contract is 511210 with a size standard of $40.5M. Contractors must be registered in the System for Award Management (SAM) database located at www.sam.gov. It is the Government’s intent to award a Firm Fixed Price (FFP) type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation.THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSAL.
