Description
UPDATE (11/21/19): NASA is requesting feedback and comment from potential offerors on the National Aeronautics and Space Administration (NASA) Langley Research Center’s (LaRC) “Community Response Testing with the X-59 QueSST (Quiet SuperSonic Technology) Aircraft” draft Statement of Work (SOW). This is a new requirement that will be comprised of a base contract for community test campaign planning and Indefinite Delivery Indefinite Quantity task orders for the execution and documentation of each community test. The primary elements of this SOW include planning, management, and oversight of technical performance, resources, schedule, and subcontracts with regards to: community survey methods, planning, execution and analysis noise exposure planning and execution acoustical and meteorological data collection and analysis across a large geographical area (approximately 2,500 square miles per test)NASA will be responsible for all operational aspects of the X-59 aircraft. It is anticipated that the North American Industry Classification System (NAICS) code for this acquisition will be 541715 and the small business size standard will be 1,000 employees.NASA encourages potential offerors to provide comments, feedback, and questions on all aspects of the SOW, including the requirements, schedule concerns, Government property, Government furnished information, or any data right or proprietary information concerns. It is requested that potential offerors identify vague or unnecessary requirements.The Government is contemplating whether to provide Government furnished property. A decision will be made prior to release of the final RFP.All documents related to this procurement, including this letter, and attachments, will be attainable electronically from the World Wide Web at https:// beta.sam.gov.This request for information is not a solicitation and NASA LaRC is not requesting proposals. This request does not commit LaRC to pay any proposal preparation costs, nor does it obligate LaRC to procure or contract for this requirement. This request shall not be construed as authorization to proceed with, or be paid for charges incurred by performing any of the work called for in this request.Please submit any comments or questions regarding the “Community Response Testing with the X-59 QueSST (Quiet SuperSonic Technology) Aircraft” Draft Statement of Work (SOW) via e-mail to larc-comtest@mail.nasa.gov, no later than 2:00 p.m. Eastern Time, December 6, 2019. The Government will consider all comments received. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some draft questions and comments may receive a posted response in betaSAM if the Contracting Officer determines that a response would facilitate additional understanding of the SOW. ORIGINAL: NASA is responsible for all operational aspects of the X-59 aircraft. NASA seeks sources with expertise in large-scale surveys of community response to transportation and/or blast noise sources. The scope of the expected work includes community survey methods, noise exposure planning and estimation, and acoustical and meteorological data collection and analysis across a large geographical area (2,000 - 20,000 square miles per test).
