- This notice is a Notice of Intent (NOI).� This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions.� This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. and is not a request for competitive quotes.�� The Department of Veterans Affairs, Employee Education Services intends to award a firm-fixed price sole source contract to the contractor Kognito Solutions. This contract will include:Employee Education System (EES)Performance Work Statement(PWS)Software Hosting, Help Desk, and Software Maintenance/Updates1. SCOPE OF WORK: The Contractor shall provide all efforts, resources, facilities, equipment, personnel, and overall management to complete the tasks in this PWS. This document defines the Government s requirements for the software hosting, Help Desk, and software maintenance/updates for the Virtual Interview Skills Training System (VISTS). The VISTS software provides high fidelity scenario-based interview skills training and supports asynchronous distance learning. The Contractor shall provide VISTS software capable of running on a standalone electronic computing device, delivered on optical media (one copy on a CD or DVD is required each time software maintenance or update to VISTS occurs) for standalone computers, or installed on a networked electronic computing device for access to courseware over internet. Background: The Veterans Healthcare Administration (VHA) has identified a need to train healthcare providers, clinicians, and Clinical Instructors in effective patient interviewing techniques. The VHA possesses the VISTS simulation-based training tool that is customizable with a myriad of built in patient responses which are enabled during health care provider and clinician interviews. VISTS provides a simulation-based learning that provides veteran-centered patient interviewing skills for health care providers and clinicians. The VISTS will be used to supplement face-to-face training and coaching and will support the development and enhancement of health care providers and clinicians who interview patients throughout the VHA facilities. The VISTS software includes a common Graphical User Interface (GUI) that can accommodate ten thousand (10,000) learners per year. 2. APPLICABLE DOCUMENTS. Data for individual usage rates shall only be accessible by designated individuals and data for aggregate usage rates shall not identify individual users. The VISTS software shall track and generate reports on individual and aggregated performance over time. Data for individual performance shall only be accessible by designated individuals and data for aggregate performance shall not identify individual users. The VISTS, as defined in VA Handbook 6500, shall not host sensitive information. The Contractor shall provide the Government with an unlimited licensing for the VISTS software and Government Purpose Rights for the scenarios made for the Government to any data produced in the course of configuring, deploying, training, using, and supporting this requirement. 3.1. VISTS Hosting System Requirements: 3.1.1 The Contractor shall provide internet-based hosting services for VISTS capable of being accessible from a standard Veteran Affairs (VA) workstation with encrypted smart technology (e.g., Common Access Card (CAC), Personal Identity Verification (PIV), etc.) in compliance with information security requirements found in the paragraph 2 of this SOW. VISTS software shall be linked (URL) with the existing VA Training Management System (TMS) and the VISTS host server. The VISTS software shall be able to operate at network connection speeds as low as 3Mbps without negatively affecting the VISTS training capabilities.3.1.2 The VISTS shall be accessible 24 hours/day, 365 days/year and offers integrated operator instructions allowing a trainee to operate the system without human assistance. VISTS software shall provide a real-time (without a noticeable time delay) interface between the trainee health care provider and the simulated patient via a VA network.3.1.3 The Contractor shall provide VISTS capability with a minimum monthly availability rate of 96 percent. 3.1.4 The Contractor shall provide the Uniform Resource Locator (URL) for VISTS access. 3.1.5 The Contractor shall provide the Government with the ability to create unlimited system administrator and user accounts. 3.2. VISTS Software Maintenance/Updates: 3.2.1 The Contractor shall provide EES all VISTS product upgrade releases and product maintenance releases within 30 days of commercial release. The VISTS product upgrade & maintenance releases shall comply with the VA s Technical Reference Model (TRM) requirements. The VA s TRM presents a list of assessed technologies and standards used to develop, operate, and maintain enterprise applications. The TRM contains guidance, along with any known applicable constraints, on the permissible range of technologies or standards that a developer of a VA system may select or shall use. TRM assessed technologies and standards can be accessed at www.va.gov/trm. Contractor shall inform the Government of any maintenance or other scheduled downtime or service interruptions five (5) days in advance of the service interruption. The Contractor shall inform the Government of any unscheduled service interruption within four (4) hours of the service interruption. 3.3 VISTS Help Desk Requirements: 3.3.1 The Contractor shall provide voicemail and unlimited email help desk support requests during normal business hours (Monday - Friday, 8:00 a.m. 5:00 p.m. EST) excluding Government holidays. The Contractor shall respond to support requests for technical issues made through voicemail or email no later than the business day following receipt of the request.
