- BackgroundThe goal of MGUE Inc 2 is to develop, integrate, and produce M-Code capable, GPS receivers for the Department of Defense requirements specified in the Joint Requirements Oversight Council (JROC) approved MGUE Inc 2 Capability Development Document (CDD). The MGUE Inc 2 acquisition strategy includes award of up to three development contracts for a low size & power MSI form factor to include a Next Generation (Gen) Application Specific Integrated Circuit (ASIC). The MSI receiver card is to meet the needs of low size, weight and power (SWaP) ground-embedded users. The Next Gen ASIC, however, must meet the needs of the MSI form factor and be backwards compatible with Inc 1 performance requirements as a potential functional replacement due to Inc 1 ASIC obsolescence. The ability to meet aviation and precision-guided munition (PGM) needs through the ASIC is of special interest. The desired Next Gen ASIC would provide significant performance improvements and extend production life, negating the obsolescence issues of the current 90nm and 45nm Inc 1 ASICs.In support of the MGUE Inc 2 acquisition strategy development, a MSI Requests for Information (RFI) was released in June 2017 and the Government held four Industry Days, one on 13 Sep 18, the second on 5 Feb 19, the third on 26 Sep 19, and the fourth on 19 Nov 19. On 13 Nov 18, the Service Acquisition Executive approved the MGUE Inc 2 acquisition strategy, including the MSI receiver as a middle tier acquisition rapid prototype per the 2016 NDAA Section 804. This acquisition strategy approval and feedback from the four Industry Days resulted in this pre-solicitation notice, prior to the release of the RFP documents.PurposeThe purpose of this announcement is to notify Industry of the MGUE Inc 2 MSI RFP scheduled for release on 02 Dec 19.DiscussionThe MGUE Inc 2 program may award up to three separate Cost Plus contracts via full and open competition for the development of the MSI receiver. The program office is planning subsequent contract award in Calendar Year 2020. Desired completion of receiver development, including successful Formal Qualification Testing, verification, and security approval, is defined in the solicitation.
