- Description
- NASA Goddard Space Flight Center (NASA/GSFC) plans to issue a Request for Proposal for the Total and Spectral solar Irradiance Sensor-2 (TSIS-2) mission. The purpose of this contract is to acquire a spacecraft and related services, including mission operations. The potential contractor shall provide core spacecraft development and test; integration and test; Observatory functional, performance, and environmental testing; shipment to the launch site; support of launch operations; on-orbit performance verification; 3 years mission operations and Decommissioning for the TSIS-2 mission.The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 336414 and 1,250 employees, respectively.All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is early December 2019 with an anticipated offer due date early February 2020.NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.The solicitation and any documents related to this procurement will be available over the Internet. Please note that the solicitation will be published on the new Government Point of Entry (GPE), https://beta.sam.gov/. For your reference, the RFP will be numbered 80GSFC20R0009.Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the GPE for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).As part of this Presolicitation Synopsis, the Government is including DRAFT technical documentation. No questions or comments will be accepted until the resulting solicitation is posted.
