Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included on this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation document will not be issued.The solicitation number is NIH-CC-DTM-11222019-RTB and is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. This acquisition will be made pursuant to the authority of FAR 13.5 to use simplified acquisition procedures for commercial requirements.This procurement is NOT a total small business set aside. The Government intends to issue a Firm Fixed Priced type contract for a base year and four (4) twelve month option periods.The associated North American Industry Classification System (NAICS) Code is 621991 with a business standard size of $32.5 million.Contract items to be provided are included in the attached statement of work (SOW).DESCRIPTION OF REQUIREMENT:The NIH Department of Transfusion Medicine (DTM) in Bethesda, Maryland, intends to award contract to for the provision of blood products related to transfusion services in the Clinical Center, a 200-bed hospital serving patients coming to the NIH under research protocols. The work is required by the Transfusion Services Laboratory (TSL) to meet transfusion needs for specific patients under research protocol requiring transfusion therapy for red blood cells (RBC) and plasma blood products.PROVISIONSProvisions/clauses may be obtained via www.arnet.gov.The provision at 52.212-1, Instructions to Offerors-Commercial, applies tothis acquisition with the following ADDENDUM:OFFER PREPARATION INSTRUCTIONS: ADDENDUM1). The offeror shall submit a proposal on letterhead stationary providing the following:a. Evidence to meet the required statement of work, with past performance and reference criteria (10-25) pages maximum. Interested parties who meet the requirements as outlined in the SOW are invited to submit a proposal, including statements of how the proposal will meet the Government requirements found in the Evaluation Criteria. All information furnished shall be legible, typed and must contain sufficient detail to allow the government to evaluate and determine best value.b. Pricing must be submitted separately from technical responses and proposed on the worksheet Attachment III- Price Schedule. Offerors are encouraged to submit their most advantageous pricing arrangements in the proposal labeled-"Price Proposal". The proposal shall include pricing on a per unit of blood basis for the base year, and each subsequent (4) four option year periods, all priced separately and clearly identified in separate columns in the worksheet-Attachment II. The price per unit can be defined as a range. :1. Base Year: Estimated Cost Per Unit2. Option Period 1: Estimated Cost Per Unit3. Option Period 2: Estimated Cost Per Unit4. Option Period 4: Estimated Cost Per UnitThe solicitation does not commit the Government to pay any cost for the preparation and submission of a quote or proposal. It is also advised that the Contracting Officer (CO) is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with the proposed acquisition.SAM: Vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. Award will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Annual Task Orders (TOs) will be issued against the IDIQ contract. The Government intends to award a basic contract to the offeror deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the RFP requirements and judged to represent the Best Value to the Government. Upon receiving this notice, the Government may acquire the supplies or services from another source.(End of clause)52.216-22 -- Indefinite Quantity.Indefinite Quantity (OCT1995)(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum." The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum."(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued.
