- The Defense Information Systems Agency (DISA) is seeking sources for DISA itself.CONTRACTING OFFICE ADDRESS: DISA / Contracts - NCR6914 Cooper AveFort Meade, MD 20755-7090 INTRODUCTION:This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Businesses) to provide the required products and/or services.The DISA is seeking information for potential sources for the Mobile Travel Aplication (MTA) requirement. The purpose of this requirement is to provide development, integration, implementation, consulting services and maintenance to support DISA Operations (J3) and Project Management Office (J5) in implementing the Mobile Travel App solution.DISA provides communications and IT capabilities to Senior Leaders and their staff at temporary work locations worldwide. Currently, planning and executing a trip involves the generation and consumption of significant amounts of data by team members. Data is typically collected using paper forms and checklists, using standard templates. Plans are created and disseminated using Microsoft Office products (Word, Excel, PowerPoint and Outlook). Information is typically stored and archived in various flat files on the DISA network; these archives are used in planning subsequent missions. DISA seeks information for updating current state of manual forms and documentation and moving this information to mobile and cloud access. In addition, DISA requires the ability to connect a data warehouse to existing data sources and provide training for creating and modifying forms and documents.? In addition, the database will also draw on other DISA enterprise databases, as necessary. The MTA will present data to users using digital versions of forms that are currently used, as well as provide additional functionality.During development, integration and maintenance, the contractor must possess and retain a TOP SECRET (TS), Single Scope Background Investigation (SSBI), with Sensitive Compartmentalized Information (SCI) access security clearance. In addition, contractor must be able to obtain and retain Presidential Support Duty access. Period of Performance. The Period of Performance (POP) is one-year.Place of Performance. The work locations will include Joint Base Anacostia-Bolling (JBAB) and surrounding area. It is estimated that 99% of the effort will be performed at Government sites. Travel in and around the primary place of performance may be required throughout the period of performance. Additional travel within CONUS or OCONUS (if applicable) may be required to support the requirements. An advance written approval by the COR is required prior to travel.Alternate Place of Performance - Contingency Only: As determined by the COR, contractor employees may be required to work at an alternate place of performance (e.g., home, the contractor's facility, or another approved activity within the local travel area) in cases of unforeseen conditions or contingencies (e.g., pandemic conditions, exercises, Government closure due to inclement weather, etc.). Non-emergency/non-essential contractors should not report to a closed Government facility. Contractor shall prepare all deliverables and other contract documentation utilizing contractor resources. To the extent possible, the contractor shall use best efforts to provide the same level of support as stated in the PWS. In the event the services are impacted, reduced, compromised, etc., the Contracting Officer or the contractor may request an equitable adjustment pursuant to the Changes clause of the contract.DISCLAIMER:THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.CONTRACT/PROGRAM BACKGROUND: Contract Number: N/AContract Type: N/AIncumbent and their size: N/AMethod of previous acquisition: N/APeriod of performance: N/A*This is a new requirementREQUIRED CAPABILITIES:Provide an approach:(a) with detailed solution for providing online forms to capture data and documents to disseminate data;(b) be portable and accessible from mobile devices (Microsoft Tablets plus Apple and Android phones) in addition to desktop environments;(c) connect via a data warehouse to any existing data sources;(d) to provide training to modify and create online forms, documents as needed. The approach could be multiphase in the following order: Core database Desktop and tablet forms Document/Report generation Mobile iOS Historical data search Pre-fill forms based on historical dataAdditionally, develop a solution with an implementation plan and cost estimates for creating an online form and document system that include at a minimum the following: Initial data from authoritative sources Monitor completeness of forms through a dashboard Form and document data to be saved as a historical record Historical records to be groups by the following data; location, role, time frame, exc. Allow a record to be edited to correct an error Changed and added form data to be stored separate from authoritative sources and not to directly change the authoritative sources Also if the authoritative source changes it will not affect the historical record Ability to easily add new data fields and create new forms and documents as needed Ability to bulk input data Pre-populate forms when possible with editable data Ability to store remote input data offline for later upload Provide security trimming for data updating and viewing on forms and documents Audit trail for data changes Data not to be stored in non-government assets or non-government cloud If data traverses non-government assets it needs to be encrypted to government standards both in-transit and at rest Physical Integration: Any required server would have to be added to a government server farm Web applications would have to be made accessible from dedicated private network connected devices Current documents are in the following formats. The data within the current documents are not currently reusable online: Microsoft Word Microsoft Excel Microsoft Visio Adobe PDF Pictures (formats such as .jpg and .png)The current input data types include but are not limited to the following: Free text Files Check boxes Dates Names LocationsData is used to create the following types of reports: Trip Plans Trip Walkthroughs and checklists Trip History Telco Requests Item Inventories Item Accountability (RFID) Risk Assessments Phone ListsThe mobile application will interface with a server and draw upon existing enterprise databases containing detailed planning and execution information. SPECIAL REQUIREMENTS Facility Security Clearance. The work to be performed under this contract/order is up to the Top Secret level and will require Sensitive Compartmented Information (SCI) access eligibility for all personnel. Therefore the contractor must have a final Top Secret Facility Clearance from the Defense Security Service Facility Clearance Branch.Security Clearance and Information Technology (IT) Level. The Contractor shall fully comply with the following Government OPSEC requirements prior to submission or authorization of monthly invoices: The contractor employee(s) shall: Possess a Top Secret clearance with Sensitive Compartmentalized Information (SCI) access security completed within the last 3 years. Additionally, employees shall have a Single Scope Background Investigation (SSBI) completed within the last 36 months. Subject shall be cleared prior to beginning work on the contract. Undergo suitability screening for Presidential Support Duty (PSD) pursuant to DODD 5210.55 and DODI 5210.87 which includes: Filling out security screening questionnaire Authorization of credit check Verification of clearance Interview (telephone or in person) by certified security specialists Review of SSBI to determine suitability for presidential support duty (PSD). If found suitable for PSD, subject will be in-processed and required to sign briefing forms and nondisclosure statement (SF 312). Subject is bound by policies & procedures for PSD (briefed during in processing). Should subject violate any of these requirements, he/she faces release from the agency. Any derogatory information found on the subject that cannot be mitigated will result in the subject being disqualified from working further on all DISA Government contracts. The Contractor shall provide a replacement with the same qualification or higher than the previous subject within 30 days. This has no effect on the contract; contract requirements shall still be met by contracting company. Daily operations of Government personnel and mission are not to be discussed outside of the Agency, disclosed to unauthorized personnel, and strictly prohibited for public release. Not advertise or discuss this project to other customers and employees in any manner (through verbal, text, or graphical presentations). Coordinate with the site POC on the security and facility access requirements prior to any start of work, to include any relevant Government Furnished Information (GFI) Security requirements packages. DISA will screen available contractor for PSD clearances in order to maximize available resources at any given time during the PoP. Determination, acceptability, and level of need will be determined by the COR and discussed on a case-by-case basis. All personnel performing on or supporting a DISA contract/order in any way shall be U.S. citizens. The personnel security requirements for this contract/order cover the individuals supporting the Task Areas delineated in the table below. Contractor personnel must possess the interim or final security clearance and interim or final IT-level eligibility delineated in the table below when performance starts.Visit Authorization Letters (VAL): Visit requests shall be processed and verified through the Joint Personnel Adjudication System (JPAS) to SMO DKABAA10 and SMO DKADAL. JPAS visits for contracts/orders are identified as “Other” or “TAD/TDY” and will include the Contract/Order Number and ADP/IT-Access level of the contract/order in the Additional Information section. Contractors that do not have access to JPAS may submit visit authorizations by e-mail in a password protected .pdf to the Contracting Officer Representative (COR) or Alternate COR specified in PWS Section 1.0. If JPAS is not available, the VAL must contain the following information on company letterhead Company name, address, telephone number, assigned CAGE Code, facility security clearance CAGE CODE Contract/Order Number Name, SSN, date and place of birth, and citizenship of the employee intending to visit Certification of personnel security clearance and any special access authorizations required for the visit (type of investigation & date, adjudication date & agency, and IT access level) Name of COR/Alt COR Dates or period the VAL is to be valid SOURCES SOUGHT:The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541511, with the corresponding size standard of $30M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
