- This DRAFT Request for Proposal (RFP) is issued for informational purposes only to assist in developing the Final RFP. This DRAFT RFP allows potential offerors to submit comments and suggestions regarding the requirements and the acquisition itself. The Acquisition and Grants Office (AGO)/Satellite and Information Acquisition Division (SIAD) will not accept or evaluate any proposals received in response to the DRAFT RFP. This notice does not constitute a request for proposals and should not be construed as a commitment by the Government for any purpose. Not responding to the DRAFT RFP does not preclude anyone from submitting offers for the Final RFP. Information contained herein is subject to change. AGO/SIAD hereby invites all interested parties to thoroughly examine the DRAFT RFP in its entirety and to submit comments, suggestions, discrepancies, inconsistencies and feedback in attachment J-17 Draft RFP Question and Comment Template (provided with this posting) and send via email to both Michele.Eberhart@noaa.gov and Scott.DeLoera@noaa.gov no later than 6 DEC 2019, 5:00pm EST. AGO/SIAD will consider the comments and suggestions when preparing the Final RFP but is not obligated to answer any questions submitted in response to this DRAFT RFP.AGO/SIAD specifically requests feedback regarding the Incentives/Disincentives located in the Performance Requirements Summary (PRS) for each of the four (4) DRAFT task orders, located in the Performance Work Statements of the individual task orders. Interested parties are welcome to recommend alternatives to the Incentives/Disincentives provided in the DRAFT RFP along with any other suggestions on how the Government can ensure only quality services are rendered and received in response to this requirement.AGO/SIAD expects to release a Final RFP in Q2 FY2020.
