- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures (SAP) found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both beta.SAM.gov and NECO (http://www.neco.navy.mil/).The reference number is 1300817410000. The proposed contract action is for commercial services (Human Resources (HR) and Worker�s Compensation Subscription Services), in accordance with the Requirements Statement. The NAICS code is 541990 and the Small Business Standard is $15M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-01 and DFARS Change Notice 20190531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far and https://www.acquisition.gov/dfars The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Philadelphia Contracting Office intends to solicit Independence Seaport Museum (ISM) on a sole source basis in accordance with FAR 13.106(b)(1). The basis for soliciting only one source is as follows:ISM is the only vendor with the required infrastructure and resources available to support this program. ISM has a proven track record and has demonstrated their ability to perform by engaging with the public through enrichment tours and historically based classes. ISM has the capacity to host students, provide qualified instructors, and is able to provide the necessary facilities to accommodate the learning process with the flexibility to execute the EAGLE curriculum on short notice. The proposed acquisition is to procure EAGLE STEM Mentoring Program Support Services.
