Description
This is a SOURCES SOUGHT and advanced notice for an upcoming solicitation for FY20 OPFOR SUPPORT.The solicitation should be posted on or around 9 December 2019. THIS IS NOT A SOLICITATION. This is a sample of the future combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number W50S7K-19-R-7002 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2019-05, effective Aug 13, 2019 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20191031 dated 31 October 2019. It is the contractors' responsibility to be familiar with applicable clauses and provisions. This requirement is being issued as total small business set-aside.The North American Industrial Classification System Code is 561330 with a size standard of $27.5M. The Combat Readiness Training Center-Contracting Office, Gulfport, MS intends to issue a contract/purchaseorder for Oppositional Forces (OPFOR) Services. The contractor shall provide all personnel, equipment, tools,materials, and quality control necessary to perform OPFOR Services for CRTC Gulfport, MS.CLIN 0001 - OPFOR SERVICES SEE ATTACHED PWSThe contractor shall provide all personnel, required equipment tracking system and software to facilitate METLequipment, tools, supervision, costumes, and uniforms required to support training scenarios for the United States Special Operations Command's (USSOCOM) Operation Southern Strike 2020 Exercise, hereinafter called "SSTK 20". The requirement consists of a series of scenarios where professional OPFOR/SITFOR participation in the exercise is required to provide realism to meet training objectives. The contractor shall be required to work closely with the OPERATION SOUTHERN STRIKE planning team to coordinate all support necessary to conduct this training. The contractor shall comply with applicable federal, regional, state, and local laws and commercial standards.CLIN0002- Contractor Manpower Reporting- the contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Gulfport CRTC- BAC via a secure data collection site. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.milBASIS OF AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.The following factors shall be used to evaluate offers:i. TECHNICAL PROPOSALa. Vessel Type and Quantityb. Personnel Experiencec. Site Prep and Cleanup Plansd. Tactics, Techniques, and Procedures (TTP) (eg General Understanding of the plan NOT classified content)ii. PRICE (eg Total evaluated price for all requirements)iii. PAST PERFORMANCE (e.g. formal and/or informal information obtained from customers and/or governmentdatabases/systems)This notice does not obligate the Government to award the contract; it does not restrict theGovernment's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. Clauses and provisions incorporated by reference may be accessed via the Internet at http://www.acquisition.gov/. Quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor.
