Description
U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0720Q0005. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2020-01, effective November 12, 2019. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 541620, Environmental Consulting Services and the business size standard is $16.5M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis.The U.S. Fish and Wildlife Service is requesting quotes for the Kuskokwim River Salmon Federal Management Meeting Facilitation in accordance with the following:Location: Yukon Delta National Wildlife Refuge (NWR)807 Chief Eddie Hoffman HighwayBethel, Alaska, 99559Background/History: The Yukon Delta NWR Refuge Manager is appointed as the Federal In-Season Manager for the Kuskokwim region by the Federal Subsistence Board. For Kuskokwim River salmon, multiple meetings are required. Due to the complexity of the issues, professional facilitation is need for the meetings. The Kuskokwim Salmon management meetings are based on the Delegation of Authority letter to the Yukon Delta Refuge Manger that requires coordination with seven partners to include: 1) the Kuskokwim River Inter-Tribal Fish Commission (KRITFC); 2&3) Regional Advisory Councils (RACs) for Western Interior RAC and Yukon Kuskokwim RAC; 4) the Office of Subsistence Management (OSM) for the Federal Subsistence Board; 5) Alaska Department of Fish and Game (AFF&G); and 6) the Kuskokwim River Salmon Management Working Group (KRSMWG).Project Description: Provide one base meeting facilitation service and up to fourteen (14) additional meetings with the same services as the base meeting to cover the following:Meeting Preparation:a) Identify a clear meeting agenda, objectives, decision points and appropriate process for achieving objectives. b) Include one teleconference with meeting sponsors to review agenda, ask and answer questions, etc.Facilitate Meeting:a) Two staff travel to Bethel b) facilitate meeting, including approximately 7 hours of meeting time, c) Up to 4 hours of non-meeting work time (travel, setup/cleanup)d) Conduct an onsite briefing before the meeting and a debriefing after the meeting. Meeting follow up:a) Prepare meeting summaryb) Provide summary to participants for review and editsc) Provide final summary of meeting. The contractor will be responsible for all costs associated with performing all tasks including but not limited to: labor, equipment, travel, per diem, lodging, and transportation. The general meeting needs will be for one meeting per month for January, February, and March; two meetings a month for April and May; and weekly meetings for June and 1st week of July. If needed, provide services for additional meetings sometime during the period of performance. Including the base meeting facilitation services there may be up to fifteen (15) total meetings. Proposal Requirements:Contractor shall demonstrate a minimum of 5 years of experience providing similar service scope throughout Alaska and for Government Agencies.Contractor shall submit pricing for each Line Item.Deliverables:Provide a meeting agenda with any handouts one week in advance of monthly meetings; summary notes of each meeting with date of meeting, participants, and results of each meeting within 7 days of meeting completion. Period of Performance: 01/01/2020 � 7/30/2020Government Furnished Equipment: As available, housing in the refuge bunkhouse. Additional Information: All work is to be performed Monday-Friday, 0800-1700, except Federal Holidays. Building access for work will not be available outside of these times.
