Description

This is a combined synopsis/solicitation for Operations & Maintenance (O&M) and VTE Maintenance Services for Robert E. Coyle Federal Building and U.S. Courthouse at Fresno CA. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This requirement Solicitation # 47PK0219R0013 is issued as a Request for Proposal (RFP). This RFP incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2020-01 effective November 12, 2019 and GSAM dated September 16, 2019.It is anticipated that the contract will be awarded for a one-year base period with four (4) one-year options. The associated NAICS code is 561210 - Facilities Support Services, and the Small Business size is $41.5M. Offerors must be registered in the System for Award Management (SAM) - https://www.sam.gov.This requirement is being solicited as a 100% set-aside for 8(a) Small Business Concern.PERIOD OF PERFORMANCE: One Base period with Four (4) One-year Option Periods  Initial Base Period - March 1, 2020 through February 28, 2021Option Period 1 - March 1, 2021 through February 28, 2022Option Period 2 - March 1, 2022 through February 28, 2023Option Period 3 - March 1, 2023 through February 29, 2024Option Period 4 - March 1, 2024 through February 28, 2025(Subject to change at the discretion of the Government)PLACE OF PERFORMANCE:Robert E. Coyle Federal Building and U.S. Courthouse (CA0309ZZ)2500 Tulare Street, Fresno, CA, 93721SCHEDULE OF SUPPLIES/SERVICES: - See Attachment A, SF 1449 and Attachment B - Price ScheduleDESCRIPTION OF WORK:This is a Firm-Fixed Price (FFP) Contract with Performance Based Statement of Work (PBSOW). The Contractor shall provide management, supervision, labor, travel costs, materials, equipment, and supplies (plus any associated costs for obtaining supplies, for example parking, shipping costs, etc.) and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems, including vertical transportation and all related services located at Robert E. Coyle Federal Building and U.S. Courthouse, Fresno CA.Failure to read the specifications in their entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror's risk.SUBMISSION OF PROPOSAL:The Request for Proposal (RFP) response package shall consist two (2) volumes (separate files).
