- This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps ofEngineers (USACE) - Humphreys Engineer Center Support Activity has been tasked to solicit for and award a contract for the Independent External Peer Review (IEPR) for New Jersey Back Bays (NJBB) Coastal Storm Risk Management (CSRM) Feasibility Study. A document describing the services required has been attached. The proposed contract will be Firm Fixed-Price procured using Simplified Acquisition Procedures. Interested eligible organizations with NAICS code 541990 are encouraged to submit a capability package. In accordance with the Water Resources Development Act (WRDA) of 2007, organizations eligible for award under this requirement must be an organization that:1. Is described in section 501(c)(3), and exempt from Federal tax under section 501(a), of the Internal Revenue Code of 1986;2. Is independent3. Is free from conflicts of interest4. Does not carry out or advocate for or against Federal water resources projects; and5. Has experience in establishing and administering peer review panels. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the attacheddocument. It is asked that interested parties respond to this sources sought synopsis with the following information:Organization name, location, and CAGE Code;Socioeconomic Status, including a statement as to whether your organization meets the eligibility requirements above;Company's capability to perform a contract of this complexity to include, but not limited to, at least two examples of comparable work performed within the past 3 years with a brief description of the project(s), customer name(s),and dollar value of the project(s);Statement as to whether your organization performs similar work for companies in the private sector (Non- Government); and, Statement as to ability to subcontract out to small businesses under this requirement (includeestimated percentage). ***Note that organizations may only subcontract out for the peer review panel members***This market survey is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result ofthis market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. TheGovernment is not obligated to notify respondents of the results of this survey.The Performance Work Statement (PWS) requires the contractors to provide management and/or technical services in support of IEPRs for its water resource projects consistent with WRDA 2007, WRRDA 2014 and USACE guidance. Thecontractors will be required to establish a panel of experts to conduct peer reviews for each of the project studies in accordance with the National Academy of Science's policy for selecting committee members, as dictated in WRDA 2007.In accordance with the Water Resources Development Act of 2007 H.R. 1495- 51 and the Water Resources Reform and Development Act of 2014 H.R. 3080, the prime contractor must be a non-profit organization.See the PWS and attachments for additional information.
