- Sources Sought Notice: Sources sought for information and planning purposes to identify qualified and experienced sources for an anticipated Indefinite Delivery/Indefinite Quantity contract with firm-fixed price elements under NAICS code 541611. The Department of the Navy�s Navy Information Dominance Forces (NAVIDFOR) Command requires the highest level of enterprise management and technical support in the areas of: capability origination, efficiency initiatives, strategic assessments, requirements and gap analysis, readiness and risk evaluations, enterprise architecture, operational transition planning, C5I shore network and communications modernization, Information Technology Service Management (ITSM) process standardization, domain IT support, and governance, acquisition program support, cyber security, and IT portfolio management support.Subject to FAR Clause 52.215-3, titled �Request for Information or Solicitation for Planning Purposes,� this announcement constitutes a Sources Sought Notice for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.The Fleet Logistics Center, Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle that will provide qualified personnel to provide enterprise management and technical support in the skill areas noted in the first paragraph.Qualified personnel will support the NAVIDFOR mission in the following functional areas:� Program Management Support� Strategic Communications Support� Information Environment Modernization and Integration Support� Information Dominance Mission Support� Information Technology Service Management (ITSM) Support� Cyber Security and Information Assurance� IT Portfolio ManagementServices shall be delivered to NAVIDFOR in Suffolk, Virginia. Travel will be required. Additional information can be found in the draft Performance Work Statement (PWS) (Attachment I). Responses to this Sources Sought Notice should reference N0018920CASCE and shall include the following information in this format:1. Company name, address, point of contact name, phone number, and email address.2. Contractor and Government Entity (CAGE) Code.3. Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA, etc.).4. An estimated Rough Order of Magnitude (ROM). 5. Size of business- Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business. 6. Capability statement displaying the contractor�s ability to provide the minimum requirements to include past performance. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought.7. Please include any questions or concerns you have in regards to this requirement.8. Include any other supporting documentation.Submissions are to be no more than 10 pages and no less than 12 point font. Responses should be emailed to heather.coleman@navy.mil by December 11, 2019. Again, this is not a request for a proposal. Respondents will not be notified the results and the Government is not required to answer any questions submitted in regards to this Sources Sought Notice.
