Description
The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to D J Case & Associates, 317 E Jefferson Blvd, Mishawaka, IN 46545-6535 for three explicit, but temporally overlapping, activities the U. S. Fish and Wildlife Service�s Division of Migratory Bird Management (Service) is undertaking for which different tasks or combination of tasks are needed to be completed by the contractor. The general scope of this contract is for administrative support services associated with:a) Public scoping in preparation of an Environmental Impact Statement (EIS) or Environmental Assessment (EA) documents, in accordance with the National Environmental Policy Act (NEPA);b) Designing, developing, and maintaining a website(s) to assist completing different actions;c) Compiling, analyzing, organizing, and summarizing public comments received on proposed rulemaking and draft EIS.The Service, through the adoption of the Species Conflict Framework (framework), is systematically addressing multiple conflicts with migratory bird species. Each species is unique in the conflicts that have arisen and at different stages of the framework. The framework includes a step to engage stakeholders and sovereigns (tribes, states) to collect information and, if lethal take is among the options to reduce or resolve the conflict, a biological assessment will be conducted. This may require developing an EIS or EA in accordance with NEPA, which includes public scoping. When the Service engages with stakeholders and sovereigns or in the event where an EIS or EA must be prepared, the Service needs administrative support in the forms of facilitation and/or technical support associated with designing, developing, and maintaining a website(s) to assist the process.When developing or revising regulations, the Service may also publish draft NEPA documents and proposed rules in the Federal Register with defined periods for the public to comment. Some draft NEPA documents or proposed rules may receive a remarkably high volume of comments when the Service is under an ambitious timeline. In these cases, the Service needs administrative support to compile, analyze, organize, and summarize comments.This project will have a one year period of performance. Currently, the Service is in different stages of two projects utilizing the above-mentioned framework addressing conflicts for Double-Crested Cormorants (cormorants) and Common Ravens (ravens). For cormorants, the Service is conducting NEPA as the result of a selected management option and initiating public scoping in preparation of developing a draft EIS. For ravens, the Service is initiating stakeholder engagement to solicit input on conflicts with ravens. In both instances the Service needs assistance from DJ Case for support with public scoping (cormorants) and developing a website to collect input from stakeholders and sovereigns (ravens).The third project is unique from the two above. The Service will be publishing a proposed rule that defines the scope of the Migratory Bird Treaty Act (MBTA) in the Federal Register and it is anticipated that multiple thousand comments will be submitted. There is a short timeframe in which to review, compile, and summarize the comments and the Service needs assistance.The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability for this requirement by responding to this announcement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
