- NOTICE OF INTENT TO SOLE SOURCE: The Department of Homeland Security, Immigration and Customs (ICE) Office of Acquisition Management (OAQ) Dallas, TX 75247, hereby gives notice of their intent to solicit from a single source under the authority of FAR 13.106-1(b)(1)(i) to ANSI National Accreditation Board (ANAB), LLC., 600 N Plankinton Ave Ste. 300, Milwaukee, WI 53203-2914. The contracting officer has determined in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.The Department of Homeland Security (DHS), Homeland Security Investigations (HSI) Division 4 is seeking to renew its current accreditation of the HSI Forensic Laboratory through the ANAB forensic accreditation program under International Organization for Standardization (ISO) 17025. Numerous HSI Forensic Laboratory Fingerprint Specialists and Forensic Document Examiners are certified as ANAB technical assessors. ANAB has accredited the HSI Forensic Laboratory since 2001. If the laboratory were forced to comply with a new/different accrediting body, this would require that many internal laboratory policies and procedures be reevaluated to determine if they remain in compliance with the new/different accrediting bodies requirements. Supplemental requirements associated with other accrediting bodies are unknown at this time and may not be as stringent nor specifically focus on crime laboratory and forensic polices and procedures like those of ANAB. The period of performance for this requirement is one 12-month base period, three 12-month option periods.THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES AND IS FOR INFORMATION ONLY. No solicitation document is available, and telephone, fax, or e-mail requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice.
