- NAVFAC Pacific Construction Contracts Branch is providing the draft plans and specifications (P&S) for industry review and comment. The draft P&S is being released as part of the Government’s efforts to improve the understanding of Government requirements and industry capabilities prior to issuance of a Request for Proposal (RFP), thereby allowing potential offerors to judge whether or how they can satisfy the Government’s requirements, and enhancing the Government’s ability to obtain quality construction, at reasonable prices, and possibly increase efficiency in proposal preparation. This draft P&S is for the construction (design-build) of twenty (20) new earth covered munitions storage igloos/magazines (MSMs). The 20 new MSMs will provide a total of 40,000 square feet of 7-bar rated munitions storage area utilizing conventional design and construction methods to accomplish the mission. Each MSM will be constructed of reinforced concrete and require electrical power, lighting, intrusion detection system, communications, and lightning protection system. Supporting facilities include site development, road construction, electrical and telecommunications utilities and connections, Generator Building, standby generator and Telecom Building.The cost is estimated to be between $25M and $100M. The solicitation (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations.Any comments received in regard to this requirement may be taken into consideration in the development of a final RFP (if any). The Government will not provide responses to comments received.Issuance of the draft P&S shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this draft P&S or otherwise pay for review or comments. Unsolicited proposals will not be accepted. All information will be held in a confidential manner and will only be used for the purposes intended. Comments shall be provided with complete information as the Government will not seek clarification of information provided. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. Additionally, the Government is seeking early industry engagement on the following questions:1. Construction activities will be dependent on the salvage and transplantation of the cycas micronesica (cycad) and Tabernaemontana rotensis (T. Rotensis) within the project footprint. If you foresee any issues with the requirements of the Natural Resource Performance Work Statement (NR PWS) that would affect the completion of the salvage and transplantation in a timely manner, please point them out.2.It will be beneficial for a Contractor to have the Natural Resources Manager (NRM) on the team prior to, or shortly after, Notice To Proceed. Are there concerns regarding getting a NRM with the necessary qualifications outlined in the NR PWS? Minimum qualifications for the NRM are: A valid 10(a)(1)(A) permit to salvage and transplant Cycas micronesica, and Tabernaemontana rotensis; and Department of Defense Certification or Guam Certification in Pest controlThe NRM should have past project experience with the salvage and transplantation of Cycas micronesica and Tabernaemontana rotensis.3. The Government intends to utilize the following features in determining whether a contractor is capable of performing the proposed work. The features do not have to be within a single project scope; however, offerors are expected to demonstrate experience in meeting both features. Projects submitted are expected to be completed or substantially completed within the past ten (10) years.1) New construction of cast-in-place and/or precast reinforced concrete structures/buildings of approximately $5M or more in construction dollar value. Structures/buildings, or portions of the structure/building, must contain hardened construction to mitigate blast effects to provide protection for personnel or valuable equipment.2) Natural Resource Mitigation involving transplantation and outplanting of Tabernaemontana rotensis and/or cycas micronesica, of approximately $250K or more in natural resource mitigation dollar value.Are there any concerns with meeting both of these individual features? The responses are due no later than 2:00 p.m. Hawaii Standard Time on 13 December 2019. The Government intends to use various Navy personnel and possibly an architect-engineering firm to review and evaluate any responses to this announcement.Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the BETA System for Award Management website at https://beta.sam.gov/. It remains the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement.
