- 21 CONS proposes to procure, by means of other than full and open competition, a contract modification to the Simplified Acquisition of Base Engineering Requirements (SABER) contracts (FA2517-15-D-5000, FA2517-15-D-5001, and FA2517-15-D-5002) to provide construction services for the Front Ranges Bases (Peterson AFB, Cheyenne Mountain AFS, Schriever AFB, Buckley AFB, US Air Force Academy, FE Warren AFB and Ft Carson Army Post. The SABER contracts were competed and awarded in March 2015 to Olgoonik Diversified Services, Pate Construction Co, and Mirador Nasco JV with a maximum program ceiling of $275,000,000.00. Under these contracts, ODS, Pate and MNJV provide construction and repair services to the Front Range Bases. The period of performance for the modification is proposed to 2 March 2020 through 1 September 2020. This modification would add the clause 52.217-8 Option to Extend Services and allow for a 6 month extension to the period of performance. This is a non-commercial service and the modification will be a firm-fixed price effort, which is the contract type currently being used on the SABER contracts.See attached, draft J&A for more information.The authority permitting other than full and open competition is 10 USC 2304(c)(1) and is implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, as required FAR 6.303-2(b)(4).The Government requests that any feedback, comments and questions be received no later than 12 December 2019 by 2:00 pm MT.
