- 27 Nov 2019 Updates: Published interface videos as attachments 4-9 to this RFI and added a copy of the report "USCG Safe Operating Envelope Full-Scale Trials Results" (attachment 10) which describes the safe operating envelope determined for the fourth generation Over-the-Horizon cutter boat and second generation Long Range Interceptor. Finally, replaced attachment 3 which now includes additional requested information in section C. ------------------------------------------------------------------------------------------------------------The United States Coast Guard (USCG) is seeking potential offerors interested in and capable of manufacturing and delivering Fifth Generation Cutter Boats Over-the-Horizon (CB-OTH V) that will deploy from USCG parent cutters (ships) such as the Polar Security Cutter, National Security Cutter, Offshore Patrol Cutter and Fast Response Cutter class vessels in primary support of Ports, Waterways and Coastal Security; Search and Rescue; Drug Interdiction; Alien Migrant Interdiction Operations; Living Marine Resources; Other Law Enforcement; and Defense Readiness missions. The CB-OTH V will also be capable of transporting Rescue and Assistance equipment when used as a Search and Rescue platform. The CB-OTH V will remain a multi-mission asset. Parent cutters may employ the CB-OTH V at sea anywhere in the world, day and night, in varying sea and weather conditions.The planned acquisition strategy for the CB-OTH V is a two phase approach:• Phase 1 will involve a source selection based on evaluation of written proposals. The USCG will select up to four Offerors for award of an IDIQ contract, with the intent to award 1 boat (the minimum) to be used in Phase 2. Each IDIQ will have a minimum purchase of 1 boat with a total quantity of approximately 200 over an expected 10 year period of performance.• Phase 2 will involve demonstration of the delivered boats against the contract requirements and validation of the findings from Phase 1. The final Technical Evaluation will be used in a Trade-Off analysis resulting in selection of a single contractor as the best value to the USCG.Respondents interested in providing a response to this RFI should carefully read the attached draft Specification and submit information which clearly describes the following:A. Provide comments and suggested changes to the draft Specification and associated documents.B. Address the questions in the excel attachment. Please feel free to provide comments, questions and/or recommendations as you deem appropriate.Please be aware that the USCG intends to have support contractors assist with the USCG's review of the information submitted. If, in your response, you are submitting proprietary data please contact the Contracting Officer ahead of the response date if you wish to enter into a nondisclosure agreement (NDA) with the USCG's support contractor. The program's presentation will provide information on the CB-OTH V boat acquisition planning and will answer questions related to this RFI and the draft Specification.
